They will, in due time. They should sign him to a 1 year bridge which should be AT MOST 1.5 AAV (based on what other forwards recently signed after their ELC)
Pinto's long term extension could be signed as early as January (3.5 months) and would end up making Pinto richer as he would earn more in 2024-25 than he would by signing a 2 years deal now.
But first things first, we'd need people to be aware that Ottawa chose to give up their 1st round pick (12th OA in a good draft) instead of trading Pinto for Chychrun
They obviously value him a lot more than in these proposals. Only way to get him is to propose something they cant refuse.

I wouldn't be surprised to see OTT move Norris at some point in the next year or so and keep Pinto. Norris was supposed to be their 1C, but now it looks like Stutzle has surpassed him. If they think Pinto can be a 2C and come in at a better price point, that could make Norris expendable, leaving cap room for other contracts and filling other roster needs. Not saying they should or they will, but I can see a logical enough path that it wouldn't surprise me. It isn't out of the ordinary for players to go this long without a contract, though.
Ottawa won't need cap for a while though as everybody is locked up, so Norris is part of the core and Tkachuk's best friend
Only Pinto, Greig and Kleven will become more expensive but some contracts will be off the books (like Giroux, Zub). If a guy like Sogaard becomes expensive, Forsberg and Korpisalo terms will by then expire. Etc
There's also a lot of dead cap expiring soon
