I'd much much rather trade Kubalik for a 4th (let's say) than do this but I could live with this. A 4th is not a huge loss and there's no spot for Thomson anyway
But I'd rather get a cheap forward instead of Seeler, defense is way too crowded
Sanderson - Chychrun
Chabot - Zub
Brannstrom - Hamonic
Kleven - JBD
Guenette/Thomson/Donovan/Nordberg/Etc

Do the Sens have a 100% healthy team to start the season, or can they place a player on LTIR and sign Pinto without trading anyone, than hope to rotate players on and off LTIR to make the cap work all season long.
Let's be honest, this cap cheat happens in the Nhl.
It's not really cap cheat, you just need injured players
LTIR was made for injuries and injuries happen in hockey. Have you ever played at a competitive level? It's very easy to get injured. I have been a goalie for 3+ decades and I'm lucky I only had 1 knee surgery, although I had a back treatment last year that costed me 5000$
Forsberg is 100% ready to go but apparently Norris could start on LTIR. Heard something about Chabot too but should be ready
