As a 10.2c RFA, he has no leverage. These RFAs typically get signed for less.
Recent examples include Romanov $2.5m x 3 and Durzi who signed to $1.7m x 2 despite putting up more points than Pinto as a defenceman.
Reports were that the initial offer was $1m x 1 year by Ottawa and $2.5m x 2 years by Pinto's so this deal makes sense as a middle ground.
We'll see what he finally signs for, but I think you would be surprised.

I had read that he wasn’t signing a 1 year deal since he didn’t want to negotiate a long-term deal without Arb rights.
The plan that many fans seem to have (sign 1-year now, long term next summer) is probably the worst outcome for Pinto. So 1-year, 1–year, then long-term….which hard sell to player.
So my uninformed guess…he gets 2-years, but at below market AAV. Maybe $1.5m x 2.
