No, Seattle would not make that trade. Breaking Vancouver's offer down piece by piece:
Garland is a decent winger who might help the Kraken weather injuries to Burakovsky and Tanev in the short term, but long term the remaining years on his contract and cap hit are a bit much for someone who'd likely get pushed down to the bottom six in Seattle once everyone is healthy. Vancouver's inability to trade him during the offseason isn't a great reflection on his trade value.
Kravtsov was once a promising prospect, but he got traded for a 7th rounder last year and went back to the KHL this offseason. No value to the Kraken.
Irwin is a soon to be 36 year old defenseman who's in the AHL. The Kraken already have Megna and Fleury as capable depth defensemen with Ryker Evans waiting in the wings, so they have no need for Irwin.
Persson's outperformed his draft status and might find his way into an NHL lineup at some point in the coming years, but if he does, it would be a major success. He doesn't have enough trade value to be a key piece in return for a top-pairing RHD.
A fourth round pick is a fourth round pick. The odds of the player selected with it becoming an NHLer aren't great.
Long story short, only Garland and Persson would have any value to the Kraken, and even put together their value doesn't come close to sniffing that of Larsson, who's a top-pairing RHD, one of the Kraken's most important defenders, and an irreplaceable piece of their blue line. I doubt Seattle will entertain trading Larsson at all, and this package certainly won't cut it.
