I'd argue NSH isn't really a better team here - if Askarov can't excel at the NHL leve right away, they're definitely worse now.
They're maxed out on cap to the point they can't dress a full roster. They won't have the cap space to extend Marner either, so NSH is just paying a ton for a rental, without having a good enough team surrounding him to compete next season.
All this really accomplishes for NSH is giving up cap space and flexibility, and some good futures.
