Salary Cap Based Dynasty League needs more GMs - 8 current would like 12, 31 is the dream. Hardcore league, using (mostly) Real NHL rules

2017-2018 Fantasy Hockey Pool start up

1) There will be a total of no more than 31 GM’s. Likelihood as of this writing is that there will be 10-16 GM’s

2) There will be 2 options presented to all players as to how to start the new league. Option a) will really only be available if there are exactly 10 GM’s entered
a. The first option is that the teams from the prior pool are somewhat incorporated into the new league. Pete/Pat/Shantz/Noel/Jason, will still be in charge of their own teams, and all new GM’s will be randomly (by draw), be assigned franchises from the prior league. GM’s will then be able to retain players from these franchises as we start the new league. Keepers will be limited to either 3 skaters (F/D) and 0 goalies, or 1 skater and 1 Goalie; the remaining 24-25 players will then be drafted
b. Or the second option, and the only viable option if we don’t have exactly 10 GM’s is that the entire league just starts completely anew, and remnants of the Old Republic will be washed away, and all 27 players will be drafted by all teams

3) For the initial draft there will be 2 options:
a. If option 2a. is invoked then the 5 new members will be allotted the first 5 draft slots that will be determined by a random draw (equal shot at #1). The other 5 “grandfathered” GM’s will then have a separate draw for draft slots 6-10
b. If option 2b. is invoked then all 10+ slots will be determined via random draw (all with equal weighting)
c. The initial draft will be a snake draft from 1-XX and XX-1, and so on.

4) The cost for the pool will be determined partially predicated on the website fees, but will likely be ~$50-$75/year

2017-2018 Hockey Pool (in Season)

Objective: The GM of each squad will be in charge of drafting, trading, and retaining players on his roster while maintaining his daily responsibilities under the current NHL cap for that year, and the playoffs.

Rules:
1)The salary cap for all teams will be based upon the NHL cap for the current season. Player salaries will be based on the contractual average; meaning salaries will be based from the players Cap Hit, not their individual salary or AAV for that year. The salaries, in case of discrepancy will be taken via www.capfriendly.com . The 2017-2018 salary cap will be $75.00M

2) Roster sizes will consist of a total of 27 spots (23 if we get 16+ GMs). Of these spots will be allocated to 12 Forwards, 6 defensemen, 1 goalies, & 1 utility player (which cannot be a goalie). The remaining 7 will make up a GM’s “minor league roster”. These 7 players salaries will not be counted in the squads overall salary cap total. These 7 players can be at any position.

2a) The Utility player will also be known as the “Designated Player” (DP). The DP will need to be drafted each year, and cannot be a held/kept player, or be a goalie. The benefit of the DP will be that their salary will not count against your cap. However this player, once declared as the DP, cannot be “swapped” or exchanged by anyone on the bench. The DP can be any skater who currently has an NHL contract. The DP is playoff eligible as well. If you elect to “keep” the DP going to the next season they are like any other player on your roster, and their salary will count.

3) Roster moves will be allowed on a daily basis. However there will be maximum games played rules for each position. For example, the Goalie position will only be allowed 82 games. The defencemen will only be allowed 492 (6 x 82); and the forwards will be allowed 984 (12 x 82). It is conceivable that a GM may max out their games played with weeks to go in the season. However, also note that no matter what your team must always stay cap compliant.

4) Trades may occur at anytime during the season, up until the actual date (in real life) of the NHL trade deadline. You will have the ability to not just trade players, but also the following years draft picks as well. During the season, trades will need to be of equal players/picks to maintain roster sizes. Again, be sure that you will always be cap compliant

5) A final roster (up to 9F/3D/1G) must be set for the playoffs (once the season has completed). Playoff rosters will have no cap. All players on a GM’s roster that are eligible for the playoffs must be registered. If a GM has more than 9F/3D/1G, than the GM must select which players will be on the playoff roster. If a GM has less than the allotted 9/3/1, then they shall have empty spots


Scoring:
1) Forwards and Defensemen will obtain 1 point for each goal and assist.

2) Goalies will obtain 2 points for victories, 1 point for overtime or shootout losses, and 3 points for a shutout. Goalies will also be eligible for goals and assists.

2017-2018 Hockey Pool (post Season)
End of Year (from end of playoffs to 1-2 weeks prior to draft):
1)A GM may have as many players on their roster as they like (because of trades involving uneven # of players), however only a maximum 6 Skaters and 1 Goalie or 9 Total skaters and no goalie may be “Held/Kept” until the next draft; (if there are 16+ GM’s then keeper allotments may be changed). The remaining players that are not held will go back into the next years draft pool. These “held” players will be submitted to all GM’s no later than 1-2 weeks prior to the draft, so all GM’s may prepare their draft boards

Anyone with an unsigned (RFA/UFA) player/KHL player must use them as a keeper to retain their rights.
2) During the offseason (end of playoffs to prior of draft) both players and this current years picks may be traded. 3+ way deals are permitted. However draft picks from future years cannot be dealt.

Draft:
1) Draft Lottery!, that’s right we are keeping up with the times and not fully embracing Tanking. All teams will be eligible to win the draft lottery, but the worst franchises will be allotted a larger chance. If there are more than 16 teams then only the worst 16 teams will have the opportunity to win the lottery. The breakdown will be calculated once the total teams are entered, but the %’s will closely mirror that of the NHL/NBA draft lottery system. All positions will be drafted by the lottery, not just the top 3.
2) drafts will go 1-XX, and back to 1 again going back down to XX
3) Players who are unsigned at the time of the draft, or may not have been signed by the time next years draft starts can be drafted but at the NHL cap max salary (20% of team’s total cap).
