I thought "the course" for all 30 NHL teams was to win the Stanley Cup this season. If not, is there must two lists of teams, one to win the Cup, and one to win the lottery.

There's two races haha
One to the Cup, and the other too tank for the best chance for the first pick

Hi Pavel. I just don't get why so many are saying the Leafs gotta tank. Obviously Vancouver, Calgary, Winnipeg, Ottawa, Carolina, New Jersey, Minnesota, Arizona, Philly, Florida, Buffalo, Colorado, Edmonton, are not going to win the Cup this year. Why aren't these teams giving away their assets or not playing their best players just so they might have a shot at the number one pick overall?
If Jimbo is correct, why would the Leafs sign all the veteran free agents in the summer of 2016? They wouldn't win the Cup in spring of 2017 obviously, so why not just tank again? Maybe Matthews should be traded during the 2016/2017 season (for future draft picks) to solidify last place.

Its not that they are trading away assets and not getting anything in return. These teams are investing their assets in the future, in the forms of picks,Prospects, young players,etc. The reason teams tank is because they simply do not have the pieces there presently to be a contender, so they "re-group" so to speak, and build through the draft+other young assets, so that in the future they will be a contender. The veterans i signed are called "stop-gaps" and are there to simply play for the team until the young players are ready to play in the big leaugues. All of these players are signed to cheap 1 year deals, and can be flipped at the deadline for picks or prospects to a contender, if need be. You do not want your prospects playing in the NHL right away as they may be exploited, this can ruin their development. It is better to have them first develop in a more suitable environment AKA the minors or the AHL, then be left behind and have their confidence ruined in the big leagues. This is what the Leafs are doing this year with William Nylander. Now obviously this is not the case for certain prospects and it will not be with Auston Matthews.
