Fine. Numbers then. I'll do Anderson a favour and sort by relative stats to take away the noise from playing on a rebuilding team.
He ranks 447th in CF%Rel.
442nd in FF%Rel.
449th in SF%Rel.
351st in GF%Rel.
447th in xGF%Rel.
421st in SCF%rel.
435th in HDCF%Rel.
371st in HDGF%Rel.
There are 416 NHL forward jobs in the NHL, assuming each team carries 13 forwards. Anderson qualifies as an NHL option in TWO of the eight categories I've listed. I don't care about his intangibles like hitting or leadership: you can get guys on league minimum that do more than Anderson does every summer.

Contending
Swap Savoie and the 2024 first for like a third-round pick, maybe a second if Columbus gets insistent about it, and the Columbus deal is tolerable.
I'm not a fan of reacquiring Bjugstad. He didn't seem to do a whole hell of a lot during his stint here.
Find some more cap space. This roster doesn't even have enough room to activate Holloway off of LTIR by paper-transacting Hamblin to the AHL.

I got it second hand from the Steve Dangle podcast and they very much make it sound like Allen wasn't interested in going to Edmonton, but splitting hairs with that detail. I think we all agree that Edmonton being on a no-trade clause is no different than expecting the sun to rise in the east and set in the west.

Merzlikins Ferraro Perry
Ferraro is a fringe top-four defenceman when you take out all of the noise surrounding his playing for the Sharks. He consistently ranks between #100-160ish in all relative-adjusted metrics. We already have a better one of those in Brett Kulak. Nevermind that you've got Ferraro slotted on his offhand side (projected to play worse) and paid actual assets just to do what? Move out Ceci? That's a downgrade for the sake of not liking the player you've shipped out.
The Columbus deal is too expensive for my liking. The gap between Campbell and Merzlikins is paper-thin. I have time for maybe a second-round pick to bridge the fact that one also stinks in the AHL, but a decent prospect and a first cannot be shipped without like 30% retention on Elvis' deal.

Considering the price to dump Campbell, I think there's certainly value enough there that I'd tolerate this deal (I don't think Allen is THE guy and I'm very neutral on Monahan). I think Edmonton might need the full 50% on Allen to afford it under the cap however.

You aren't making any sense. Why would a UFA want to come to Edmonton if they were committing more time and energy to a guy who, as you've stated, can't even hang at the AHL level.
Hockey players don't need to be handled with kids gloves. Goaltending especially is very much a "what have you done for me lately" business. These guys are trying to compete for a championship. Buying a guy out because he can't perform to even 16% of what his contract is worth isn't going to dissuade UFAs from signing in Edmonton. Edmonton being where it is geographically is far more detrimental to any signings.

Sorry, Chris Johnson show with SDPN. The SDP guys quote it in their November 24th episode at about the 35:10 mark: CJ apparently poo-poos the idea of Allen going to Edmonton despite only having a 7 team list. Allen himself has not come out and said no, but CJ I reckon is reputable enough that I'll take his word for it.

Campbell Anderson
The only thing keeping Anderson from having a worse contract than Jack Campbell is the scarcity of available goaltender positions. There are only 64 NHL jobs for NHL goaltenders, whereas there are 128 positions Anderson might be viable at (bottom-six winger). Why is Edmonton giving up two pieces with some actual tangible value while receiving spare parts? Primeau isn't an upgrade on Pickard and I doubt he would be any better than Rodrigue. Lindstrom is at best a lateral move from Desharnais.
Edmonton passes.

There's also precedent for the Sharks to not go full nuclear on their roster. It took Edmonton another half-decade after drafting McDavid to start regularly making the playoffs. Arizona and Buffalo, one could argue, still haven't recovered from completely gutting their rosters.
Los Angeles, New York, and Toronto to an extent left pieces from their previous cores in tact (Toronto shed theirs gradually instead of asap) and rebounded much, much quicker than the three teams I mentioned at the onset. Some luck may have been involved for the Rangers but all three teams are contending today while Edmonton, Arizona, and Buffalo aren't. Actual NHL players, and quality ones at that need to be around to help bring the prospects along. The Sharks don't have a world-beater in Duclair but he's a functional middle-six piece. Moving Couture and Hertl, despite how attractive moving them may be, is probably a detrimental move right now.

There's absolutely zero precedent for point #1 there. Other teams have moved quality RHD at the deadline for pieces they've deemed vital to the cause. Colorado moved both Baron and Helleson for example.
Likewise I doubt Casey makes a positional change. Odds are he just doesn't sign with New Jersey given the presence of names ahead of him on the organizational depth chart.

I was on the money, as confirmed by @GiggywithGibby.
I can understand the sentiments of wanting to use that premium asset to fetch a premium goaltender, but that trade might not be there. The Predators sound pretty adamant about not moving Saros, and like the Ducks of a few seasons ago, are actually in a position where they don't need to move him.
Colorado moved a similar asset - Drew Helleson - for at the time a guy who was a rental top-4 RHD. Not a top-pairing guy, but someone they've glued to their second pair ever since.
I suspect Casey and that aforementioned first probably lands you a lot more retention on Gibson.

Quoting: F50marco

Oufff. Not so sure about that. Your getting a 30+ year old Hertl, not a 25 year old Hertl.
That offer could land a lot of good players, id try for someone on the right side of 30. Washington is already too old.

Not sure I can find myself agreeing with the spirit of this take. The only real option I think the Capitals have in acquiring another top-six center that would fit this age range you define is Lindholm. Expanding it to the 30+ realm adds Hertl, Karlsson (not a great option) and Trocheck, should the Rangers ever feel the need to move him. Maybe Coyle? Point is, the Capitals have a very, very small group of players that they may be able to pursue, and all that matters for this club right now is Ovechkin breaking the goals scored record: I don't think a Cup is in the realm of realistic possibilities, but the playoffs are achievable.
In Hertl's case specifically, this season and the next two (the last of the Ovechkin years maybe??), he'll be a perfectly fine asset. The Capitals only need to navigate a two-year window, likely post-Ovechkin, where Hertl is going to be stuck in no-man's land again. At 50% retention and cap coming back, his 15-team trade list should be pretty accommodating for his 34- and 35-year-old seasons. Father time remains undefeated, but Hertl hasn't played the style of game where his drop off should be immediate. The knee injury from 2020 may be a concern, but he had a full 10 months to rehab it and visually, it doesn't seem to have impacted his game.
I think if Washington can get some sort of retention out of the Sharks on this deal, they're walking away in good shape. Commit to getting the record for Ovechkin.

Who do they keep
Unless both Bennett and Verhaeghe are taking sweetheart deals, I figure the Panthers are better off letting Bennett walk if his ask is unreasonable. Lundell will find his way into the #2C role in time. The Panthers should be handing Ekblad whatever amount of money he needs to stick around, and I'd argue Montour is still worth throwing a few years at.
If there's a deal where some team on his 16-team trade list can take him without sending salary cap back, exploring a Bobrovsky-at-50%-retention deal needs to be prioritized.

I'm becoming increasingly more fascinated by the logjam the Devils own at RHD. Why aren't the Ducks asking for Seamus Casey? Anaheim already owns a large contingent of quality LHD prospects, I can't see them asking for or wanting one for the bottom of their roster.

Calgary shouldn't be buying expiring deals.
Unfortunately for the Capitals, should has not equated to reality. Their PP% is clicking at an astonishingly bad 8.5%. They can probably afford to back off on the special teams icetime for both Carlson and Sandin at that rate: the entire thing isn't working and needs an overhaul.
A Fehervary-Barrie pairing probably does rather well considering the polarity of their skillsets. Sandin can continue playing far too many minutes with either Carlson or Jensen, and TVR can substitute in when it's needed. Edmundson is better as a scratch anyways.
