There have been 111 goalies that have played in 1 game this season. 69 of them have played at least 10+ games, which is the range you used. So hart is 29th out of 69 and 39th of 69 respectively, which again is about middle of the road.
But let's break it down further to starting goalies only. And not using any "fancy" stats to give context. There are 9 teams that have goalies within 10 games of each other (devils have 3 goalies within 10 games of each other). So you can consider that tandem situation. So there's 42 goalies.
Carter Hart ranks 22 of 42 and 28 of 42 in SV% and GGA. So among starting goalies/tandem situations, he's about middle of the road in SV% and below average in GAA. And again, this is while on a team in the bottom 1/4th of the league. Only one goalie has done better while having their team in the bottom 1/4th, which is Anton Forsberg who's doing outstanding with a .918 and 2.75

The overall league average for save percentage is .909 and Hart is a .910
The overall league average for goals against average is 2.89 and Hart is 2.97
And this is while playing on a team that's bottom 5 in the league standings. I'm not going to say Hart has been great, but he's far from the reason why the Flyers are near the bottom of the league.
Last season, yes, Hart was probably the worst goaltender. While some of it was the team, a lot of it was him just playing poorly.
EDIT: I should also point out 28th and 39th rankings you gave was out of 69 goalies I believe. So that still falls under being in the middle of the pack.

If this is a retool, I don't understanding trading away TK for a draft pick. And then using some of that space gained to sign a defenseman $3.5 million to play on the third pair.

I wouldn't say there's a massive difference between TK and Boeser. You can make an argument for either one being better in my opinion.
However there is a significant large difference in value between York and Juulsen. So I don't think PHI would accept this.

Literally Changing The Game of Hockey
One of the biggest problems I have with the 3D-2F on the breakout is you're expecting a lot of skating for those outside defenders. You're asking the weak side defensemen to skate out from below the dots (or lower) and support the attack off the rush. And if there's a sudden turnover off the rush, you expect them to skate back to cover the weak side. Not only does that require speed but endurance to continue to do the whole game. Imagine a playoff game that goes 2 or 3 overtimes.

I would probably just give Farabee a 2 year deal to lower that AAV. Then bite the bullet on a long term, high AAV contract afterwards.
Hard to tell what contracts will look like for younger players like Allison and Frost. Who knows if they have alright seasons or breakout season. Can change the value of the contract considerably.
Either way, I have to imagine JVR being moved for either cap purposes or just roster spot purposes. I'd like to get Lindblom higher in the line up then.

Just seems kind of weird for MIN to spend assets to have Seattle not select Dumba, only to trade him afterwards. If I was MIN, I would make Philly do the trade before the expansion draft and tell them to figure out their own plan for protection. Otherwise, they would probably just keep Dumba if assets were spent to not select him.

If the Flyers are trading TK, it'll probably be for a partner for Provorov right now. I'm sure they'd even be willing to add to the deal if needed.
Holl isn't that guy and probably don't want to wait on Liljegren.

Interesting you pay more for Jones than Ellis. In my opinion, I see Ellis as the better dman of the two right now. Not to mention he's locked up at a fair cap hit for multiple years. Jones is probably going to get more than what he's worth on this next contract.

Jones is probably going to ask for a little less than double of what Sanheim is going to get this offseason. I don't think Jones is twice as good as Sanheim, even with the somewhat down year Sanheim had. Of course if this is 2017-18 Jones we're getting then sure.

Two years left at $7 million per year. While it's no where near a steal it's not a negative value contract.
Of the 75 players who make between $6-$8 million per year, he ranked 21st in points per game last season. Again, not trying to say it's a great contract but it's not awful either.
He's also probably one of the better forwards available during the expansion draft. And it's totally believable they take something with lower risk like NAK or Braun. But it's not like JVR's contract is some untouchable contract like a Skinner or something.

Yeah I don't see Strome as mid tier prospect. He's pretty much a bottom tier or bust at this point. The guy can barely crack the AHL roster.
I'm not fully convinced you'd need to give up both a 3rd and Laczynski to have them take Ghost. Though I see the argument since no one claimed him when he was free. But that could be due to adding a $4.5 million player in the middle of the season is more difficult compare to the offseason (and in this case a brand new team).
While I'm fine with small changes (if done right), I don't think the rest of the fan base would be happen with minor changes after last season unfortunately. And I'm not fully sold on Savard as being the answer to pair with Provy.

Offensively he was fine. Moved the puck well and shots got through for the most part.
Defensively he was a liability both in breakout passes and defensive coverage. This could be in part of not fitting with the Flyers system or just a down year. But it was clear he wasn't going to work in Philly so anything to get him off the team was always going to be a positive for them. Hope he can regain form with Montreal.
I tried finding the one play where his pass turned into a 3-on-0. Instead of found a more subtle poor decision play. These kind of plays were a common occurrence with him in Philly. And it got to a point where his offensive ability wasn't making up for these poor decisions.

The contract doesn't begin until next season. So for this season he's AHL (or ECHL) only. And not to take away from a solid year he's having with the Phantoms but there are a few other players I'd probably call up before him if the Flyers needed help this season. (ie. Kase, Laczynski, Allison, and Wisdom)

I think WPG would look for a Dman closer to Laine's age range. So probably starts with either Sanheim or Myers. Then added Frost and a 1st. I would think that's in the ballpark of what they're looking for. Of course you can add more or less from either side but I'd assume that's the base of the deal.

If JVR and Johansen put up similar numbers why would the Flyers want that extra $1m and add another 2 years. Unless you're betting on Johansen rebounding to his previous numbers. And if that's the case, putting him at 3rd line center doesn't exactly set him up for success.
If Patrick is in fact healthy, he's perfect for a 3C. You can see what he has and it gives Frost another year of development. Worse case you find out Patrick isn't healthy and Frost isn't quite what we thought he is, then you can go out and get a 3C in the 2021 offseason knowing those two just haven't panned out. Worse case scenario with Johansen is he's your above average center making $8m per season until 2025.

As a Flyers fan, I'd probably value Gaudreau higher than Konecny. That said, the difference between them is not JVR (retained), Patrick, and a 1st. Personally, I wouldn't do Gaudreau for TK 1 for 1 just because of the contract situation. That $5.5 cap hit is a steal for what TK brings.

One Trade is All We Need - Laine
Just to add to this, Patrick isn't a 2C yet. He's more of a 3C in my opinion. He has the talent to be a top 6 player, but hasn't quite put it together to be considered a 2C yet. And that's not taking into account he's missed a lot of time. But feel free to show me that Patrick is a 2C at the moment, I just haven't seen the stats that support it yet.

Philly absolutely says no.
Not looking at it value wise, but simply the Flyers are looking to win now. They may not be "All-in", but they're looking to win. So I don't think they'd be looking to trade a roster player for a prospect and pick
