No I disagree that it should be assumed the player even wants to re-sign. Or that the team wants to re-sign him.
At this point that offer is as competitive as you're gonna get for him. A 2LD(upside) plus a mid-1st round prospect coming off a solid AHL year and an unprotected 1st in the upcoming draft is a haul.

You're assuming the plan is to re-sign him and that they agree to terms including NTC/NMC etc.
Also from his end that he wants to stay with the team.
Any pending UFA is always discussable as being available because either side might see it as beneficial to get out while there's value on the table.

If your Marner extension is 12M x 8 you're now paying him 13M, 15M, 15M for the first three years when you add the retention on Skinner. Plus the payment of Samuelsson and two 1sts... I think that's gonna hamstring you way too much financially

I don't see how you can roster build to deploy him in the Top4. Byram has played some of his worst hockey on the right side and Power-Dahlin can't be broken up with how they played down the stretch. Need someone to play the right side with Byram and that moves Samuelsson to 3LD or off the roster.

Even if Samuelsson was a dump, buying him out costs like 750K$ a year for 12 years since he's under 26. There's no reason to pay to get rid of him... That said he has legitimate value anyways so it's a moot point.

Bernard-Docker is like an appendix in Buffalo. With Dahlin, Power, and Byram there's no need for an Offense only D. I like Batherson but not at the cost of Kulich. For that reason, I'm out.

My issue with this plan of attack is there's serviceable 4th liners out there for 800K. I'd rather the 6.5 and 2.5 be put together to go get someone much higher on the food chain for the top lines.

Wahlberg is a second round pick who has done nothing but live up to expectations so far. If you take out the 1st it could be fair. That's the main issue.

Skinner had an off year this year, as every Sabres player not named JJ Peterka had, and even so he managed 24 goals.
An extra $3M for Marner for two seasons after next as a Skinner's replacement and $12M for six more seasons for a winger just doesn't make sense to me. At least not a winger that's more of an assist-guy that can play good defense.</div></div>

This trade would save them 3M$ next season and then 5M$ the subsequent two seasons to spend on rounding out their defense and goaltending. Not to mention the 1sts that are valuable player acquisition assets
