They aren't spending any money until they get a new stadium in place and cash that Seattle check. If they're a playoff team by that point, they'll start spending money. That's a lot of ifs and at least 2 1/2 seasons away. Until then, you're looking at a cap floor club looking for bargain contracts.
Also, I think your trade valuations are mostly off.

Kevin Connauton will not get more than $1M. He'll be lucky to keep an NHL roster spot. He's had a good couple of games but he's been mostly a 7D this year and 8D last year.

I think your contract valuations are all pretty spot on. I just can't imagine Statsny signing with Arizona for that money and term.
I wouldn't put Svechnikov on the top line as an 18 year old. Additionally, picking Svechnikov adds ANOTHER left-handed winger to an already overstocked pool. I would imagine two of Rieder, Martinook, Panik, and Crouse would have to be traded, if they plan on picking Svechnikov and playing him as an 18 year old past the 9 games.

Keller has not played any center in the NHL or NCAA. Domi is being tried out at center and it has been a complete disaster. They cannot trade Dvorak and they need Strome to make the jump, because they have no real center depth beyond Stepan/Dvorak/Strome.
Raanta has been excellent as the starter. 2.56GAA and a .919 are good numbers against the top competition. The problem is the backups have been god awful and Raanta got injured in the 1st period of the 1st game of the year.

Way too much for Domi - he's on pace for 5 goals and 35 points playing 17:30 per game.
Way too much for Raanta - if his ask is anywhere near that level, we're looking elsewhere.
Way too much for Luke Schenn - is there any chance they re-sign him? I highly doubt it.
Forward lines are all kinds of jacked up and Dave Bolland is LTIR permanently.

I think you're overshooting value in your trades by a little.
I don't think the Coyotes should really have interest in Grubauer unless they're not going forward with a long term deal with Raanta. Grubauer is looking for a place where he can be the #1.
We'll be lucky to get a 6th round pick for Connauton.

Sad thing is that the Coyotes have never intentionally tanked. They're just a really poor and poorly run organization.
You can't trade all of the veterans away and leave a bunch of children left to play. The fact that they are the youngest team in the league, did a complete FO & leadership overhaul, and suffered some critical injuries to vets is what got them into last place to begin with.

I don't think Kylington is enough or the right piece for Rieder. Left-handed D is the one area of strength for the Coyotes. Also, Coyotes scouts passed on Kylington at the draft and traded the pick to Calgary.

Not enough value coming back, particularly for both Hammer and the Richardson rental. Chayka said he's not shopping Hjalmarsson, so it'll have to be an offer that pries him away. Bigras doesn't fill a need and the picks are underwhelming.
Islanders seem like a good fit for that pair of players.

Bogosian trade doesn't make sense for the Coyotes. They already have 5 D signed through next year. Bogosian is slated to make $6M next year, which is a lot to AZ, and even with retention, that's too much for an upgrade on Luke Schenn. They should easily be able to find a much cheaper 6D in free agency. Bogosian's contract is probably a boat anchor at this point.

Rieder holds a lot more value than Brett Ritchie, so that trade is off by a good little bit.
I wouldn't just give Martinook away for a 3rd round pick.
That Duclair trade is probably around the right value, but I wouldn't pull the trigger on that deal.

I don't think Duclair gets you R. Murray. I think there'd have to be a pretty good add.
That Hjalmarsson trade doesn't get it done. Too many small value pieces and not even one quality piece. Other teams would beat that offer.
That Detroit trade is gross. I would be interested in Mrazek as a reclamation project if Detroit doesn't intend to qualify this summer. But look at Mrazek's numbers this year - they're flat out awful. What would you realistically be willing to give him for a contract in summer '18? Would you really offer all that much up for a guy that's going to arbitration and the team will walk away?

I'm not sure I'd do Spooner straight across for Duclair. Spooner is 3 1/2 years older and his contract is more than double Duclair's. When you factor in age and contract status, I don't see a lot of difference in trade value.
Once you add in Beleskey's contract, it's an easy no from the Yotes.

Duclair's on pace for 18 goals while playing only 3/4 of the games. If he's struggling, what would you classify McCarron or Scherbak? They're all 22 years old.

There would have to be a pretty solid + going to AZ along with McCarron for Duclair. Other teams will be in on Duclair.
Maybe McCarron + Scherbak for Duclair + Bunting? Or McCarron + Juulsen for Duclair + Mermis?

Same comments as in the other proposal. Grubauer is interesting, but he just doesn't hold that level of interest from the Coyotes.
Add that one year of Connolly only has a little more value to the Coyotes than UFA Eller. Vanecek isn't that interesting because the Yotes are fairly satisfied with their goalie prospects (Hill, Miska, Langhamer).

Eller is a UFA and this is a dead season for the Yotes. If they want him, they can make him an offer this summer. But I doubt they would because it would block the spot reserved for Dylan Strome. Personally, I'd rather they go after a guy like Bozak with a little more offensive pop, if they were going to go that route.
Orpik's contract holds negative value. He's still a player and the Yotes might be willing to take him on for his last year, but it would have to be worthwhile.
Raanta has a better save percentage this year on a much, much, much worse team. Wedgewood has been pretty decent behind the Yotes D. Adin Hill has been excellent as the starter in Tucson. Grubauer has value, but it's not enough to cover the spread on Hammer & Rieder, particularly with salary retention through next year.
The backup goalie market has enough talent this summer that if they want to upgrade Wedgewood, they can do it without giving up assets. Personally, I'd be interested in a guy like Petr Mrazek in a change of scenery type situation.

Pretty spot on, in terms of value.
Probably a bit too much value for Duclair, but the Yotes would probably prefer different pieces. I'd do that trade.
If they can get a 3rd for Richardson, do it.
Not too excited about the Martinook trade, but the value looks right.
Not too excited about the Hammer trade, but the value is also probably about right.
I think Schenn could return a 4th.

This is a good offer. I don't quite understand why the 1sts are in '19 and '20 instead of one of them being this year? Very doubtful the Coyotes would consider trading OEL this trade deadline, but this is the type of offer it would take.
Side note, why is Martinook buried? He could be on the 23 man roster and then the team above would be over the cap floor.

OEL trade is far off in value. Wouldn't do the Pittsburgh trade either. Too many tweeners on this roster.
