It doesn't have to be 23. That is just the limit. Most of last season, the WIld either had 21 or 22 on the roster to save cap space for later in the year. It's a pretty common practice. Chicago would probably need to trade one more player for this to be realistic with at least 21-22 players and keep them under the cap.

Honest opinion from a pens fan: think you're getting fleeced on both deals:
Tanev is a very good player but sutter is a possession anchor. A huge downgrade from AA. His only advantage is probably face offs but in every advanced statistic he's a 4th liner. Terrible contract and certainly not worth panarin, even with tanev added in. Sutter was a penguin for a few years and he was hardly noticeable. He was good at scoring goals off the rush but that's about it. Not a guy I want on my team with that contract.
As for the Byron trade. This is a guy that was on waivers last season and was riding a careeer high and unsustainable shooting percentage. Yeah I know there's cap savings but I just don't see a good 2C worth a 3/4th liner that had a career year. Think dale Weiss and how he did in Chicago.
Chicago would be getting ALOT worse after these moves you suggest.

babouie, correct, Crow is NOT Carey Price. Crow has actually won two Cups and could've been the playoff MVP for one of them. Price is the better goaltender, but I keep reading these comments that suggest Crawford is somehow a mediocre goaltender propped up by the team. He might not a top 3 goalie in the NHL right now, however Crawford actually is a great goaltender.
As far these moves, I think Blackhawks armchair GM's in general think the Blackhawks biggest issue is the salary cap and faceoff winning percentage & all they need to do is trade the scoring from the 2nd line to get space & faceoff %. I don't see how blowing up their best scoring line improves the team for next season.
Their biggest issue is that they haven't been able to rebuild the Toews line. In 2015, it was Saad-Toews-Hossa. Saad was a cap casualty, Hossa has aged into a valuable 3rd liner. If they want another cup I think that's where they need to improve. Hayden-Toews-? This is when it'd be nice if maybe Hayes had wanted to be a Blackhawk instead of a NYR. I'm not sure if he'd have been the answer either, but Panik & the rest of the 3rd liners hasn't worked.

Everyone is writing off Jurco wayyyyy too quickly. Bowman didn't pick him up as a trade deadline acquisition meant to make a difference last season. He traded for him as a Richard Panik. Hayden Rasmussen Jurco would be a great checking line.

I've seen a few Crawford to Philly trades today. We might be undervaluing their players a bit or over valuing Crawford for these philly trades specifically. Provorov is a great young talent on an ELC. It's a strong goalie market...weak trade opportunity...you get what I'm saying.

Hossa contract is still looking decent. And add on the 3 cups he brought. There are many 5+ million contract players that are playing much worse than big Hoss. The Seabrook contract looked awful from the start. I personally don't think any point in his career he was worth the $6,875,000 per year let alone in his 30's.

I would like to see Toews Panarin Hossa and then Schmaltz Anisimov Kane. This allows Panarin show that he can make players around him better (Hossa) and make them play at a higher level. In no way am I saying Big Hoss is bad but he is trending down and needs more help to produce. It also allows Kane to make the players around him better (Schmaltz) as he has proven he can do.
Kruger will continue to play his shutdown center role with Desi, Tootoo, Hartman, Mashinter as his wings.
Switch TVR and Kempny to their natural sides.
