Expansion, Contraction, Relocation... Hear Me Out
Here's a crazy idea.... hear me out.
2022 - The Sabres and Coyotes contract. Players enter a dispersal draft.
2024 - Florida relocates to Buffalo.
2026 - NHL awards expansion teams to Quebec City and Houston.
Players in Buffalo and Arizona get a fresh start on new teams. Dispersal draft is one round, no limit on who can get picked from where. Non-selected players enter waivers. Those not picked at the end become free agents. All non-picked players under 20 enter upcoming NHL Draft for reselection. Order of dispersal draft will be contingent on multiple factors, including record in the last 10 seasons, playoff appearances, Cups won, first-overall draft selections, etc.
Panthers finally leave Florida to bring hockey back to Buffalo.
Two new teams join the league, league benefits from additional expansion money. Coin flip determines who picks first.

Thoughts on the 2021 Season and COVID Reorganization
What if the NHL decides to not have a season? It isn't really a terrible thing.
1) Cases are increasing, cities may strengthen protocols again/further.
2) Canada has strict border access regarding COVID-19.
3) No one wants to play in a bubble setting again.
4) We have seen it in the MLB, NFL, and NCAA Football seasons, many games have been cancelled due to COVID-19 exposure. Especially in the NCAA where several big/interesting games have been subject of cancellation/rescheduling/postponement, including Alabama-LSU, Notre Dame-Wake Forest, LSU-Florida, Wisconsin-Nebraska, Army-Air Force, and Louisville-Virginia, just to name a view.
5) Fan access will be limited.

Ice quality. One of the biggest issues was fitting all of those games in one place per day, diminished the quality of the ice, a lot of players complained. I wanted to expand number of games but due to time crunch and of nhl schedule wants to resume to normal pre-Covid.

The NHL will continue to use the “Hub City Model” for the 2020/21 season, with all games in Canada. Teams will continue to follow medical/healthcare guidelines set forth by league and local/provincial/parliamentary government authorities congruent to 2020 continuation of play.
There will be 10 hub cities housing three NHL clubs each to be used as their “home venues.” One venue will have four clubs, because... 31 teams. Each team will play 30 games, twice against each team in their conference; the Western Conference teams will play an additional two games against the other clubs in their “home venue” to make it an even 30 contests.

Toronto, Montreal, and Ottawa have the benefit of multiple venues in their cities, should scheduling complications arise. This will only be done if needed, especially in Toronto should the NBA commence 2020/21 season with Toronto Raptors playing in Canada.
Each team bubble will be at designated hotel. There will also be three/four bubble hotels for visiting teams, each assigned based on opponent. For example, the New York Rangers will have their team bubble in one hotel, and another hotel will be dedicated to the opponents who come to play them.

The New KHL
If I had the ability to reshape the KHL and its minors and junior teams, here is what I will do.
1. Use the above-mentioned teams to form the new KHL.
2. Incorporate all leagues/clubs from Russia, Finland, Belarus, Estonia, Lithuania, Ukraine, Latvia, Kazakhstan, Uzbekistan, Kyrgyzstan, China, Japan, and South Korea.
3. Create 2 minor leagues: Supreme Hockey League and Higher Hockey League. Supreme is occupied by westernmost teams in above-mentioned geographical footprint, Higher the east. Like Binkour, the Dubai team will start here.
4. Unused clubs in each league (primarily with seating less than 3,000), will join forces to form an elite U20 junior league for which KHL clubs can draft from, as opposed to U20 clubs being sponsored by KHL: clubs. It will be one league but divisions will be heavily geographically oriented. Aged-out undrafted players will go through a waiver wire of the Supreme and Higher Leagues before KHL gets a look at them.
** If you give me time, I will lay out the teams in each league.
5. Sixteen teams make KHL playoffs. The remaining 8 teams will participate in a "Good Will Tournament" with representatives from Supreme and Higher. Top 12 teams from each league will receive invitations to tournament at the conclusion of their respected playoffs. The "Good Will Tournament" will be used to showcase the talent among the leagues and retain interest in the non-playoff KHL teams.
The 32 teams will be split across 4 divisions of 8 teams, seeded based on standing in each league. Each team will play their divisional opponent once for a total of 7 games. Top 2 make playoffs (all one-game sets). As a competitive incentive, if a Supreme or Higher League wins the tournament, that team receives limited participation in the upcoming KHL draft. Taking a page from and making a tweak or two based on Champions Hockey League.
6. Supreme and Higher teams can earn the opportunity to join KHL in the future. If a team, lets say Binkour Tashkent, meets all requirements and the league is certain that this team will be a competitive force in KHL, then the KHL can extend invite to team to join league. Cap the total number of teams in KHL to 32.
7. KHL teams can have player development agreements with Supreme or Higher league clubs. If they do, those teams are exempt from U20 waiver wire mentioned above.

I did see the KHL expansion into the UAE and I think they should take the approach of Binkour Tashkent of Uzbekistan Hockey League. Before joining the KHL, Tashkent will compete in the VHL or a season or two until they are ready to make official jump. The Dubai team should do the same.

The New KHL
The Swedish Hockey Association does not want any of its teams in the KHL. The KHL wanted to get AIK Stockholm and Malmo Red Hawks but failed, and there were rumored attempts to start a team called the Crowns that splits home games in Stockholm and Malmö.
One of the biggest issues I keep reading about with KHL is the expenses and long travel. That Is why teams like Slovan Bratislava, Lev Praha, and Medvesack Zagreb left. I personally would’ve loved to see a “European Hockey League” that’s not the champions league set up like the NHL. Also would’ve loved to see the same on Far East, starting with Amur, Admiral, and Kunlun, with Expansion in Japan and South Korea. The Asia League Ice Hockey could’ve been absorbed and transformed into a top minor or junior league for Eastern Russian and Asian hockey players.
The KHL spans almost 6,200mi (10,000km) and the travel can hurt the on-Ice product.

The New KHL
The KHL is down to 24 teams. It needs to do a lot of shuffling in order for teams to maintain stability and for players to not be burdened by travel woes. Before Slovan left, the westernmost and easternmost teams were separated by almost 6200 miles. It's time to continue to kick out the weaker clubs and bring in more established members, while maintaining the total of 24 teams.

I wouldn't be surprised if they downsized further, but it's going to be Russian teams. Jokerit probably makes a ton of money for the KHL, and, once Kunlun Red Star becomes an established team that wins on a regular basis, the KHL will get a flood of money from the untapped Chinese market. I've seen rumors bandied about of a London expansion team, too, so they're definitely looking to add European teams.</div></div>
I've heard of London expansion but I cannot see that being a success unless more euro teams are added to circuit to alleviate travel. For success, the league needs franchises that meet all general business and competitive needs. That's why I like my 4th Scenario, something that will also get the top unsigned/minor league talent from NA to come over.

There are reports of the KHL undergoing a massive change, the question is what kind of change?
What do you think? Here's mine.
Scenario 1: Usual Suspects (24 teams)
- Lada Togliatti, HC Yugra, and Severstal Cherepovets will drop down to lower league.
Scenario 2: No More Europe (24 teams)
- Minsk and Riga go on hiatus
- Jokerit goes back to Liiga
- Slovan rejoins Slovak Extraliga
- Add Uzbekistan team from Tashkent
Scenario 3: End of Far-East Movement (24 teams)
- Amur, Admiral, and Kunlun Red Star leave KHL
Scenario 4: Growth to 32 teams with European Conference
- Euro Conference: Helsinki, Bratislava, Riga, Minsk, Stockholm, Malmo, Prague, Vienna, Berlin, Cologne, Zurich, Geneva, Bern, London, Zagreb, Oslo
