It's not meant to be a trade. The idea here is it was a mistake to trade him to the Avs in the first place. If they had not signed Tavares, they could have just kept him as the 2C this whole time.

Seattle gets to talk with free agents before the draft, and if they sign them, they count as their draft choice. So to make this roster work, Seattle just needs three of these RFAs to agree to a contract before the expansion draft. That would mean only 3 out of 13. I think that more than realistic.

Kane had a much better season than Hall. It was between Kane and Perron for me, but Kane bring a physical aspect and also killed penalties for San Jose this year.
Ekblad is only not included because he's coming off a major injury and I don't know how he'll recover. Doughty isn't quite what he used to be and I'd rather give the young guys a go. I might put him instead of Ellis if I felt I needed the leadership.

The trades aren't meant to be realistic - just to show that I'd pick these guys in the expansion draft and then try to trade them away.
The free agents are ideals. Maybe they'd cost more, maybe they wouldn't want to play for an expansion team. Who knows? if they don't want to sign, I'd try to find someone else who does, or use the trades to fill those roles.

Realistic protection, mostly going young
I'll try and give some explanations for some of the picks:
- I'd look to try to trade the following guys immediately: Acciari, Fast, Kerfoot, Giordano, Chairot, Mayfield, Graves, Dillon, DeSmith and Hill, but would likely keep several of them.
- I'd probably look to move the following guys at the deadline assuming this isn't a playoff team: Palat, Jarnkrok, Acciari, Giordano, Chiarot, Mayfield, and Graves.
- I don't like the contracts of guys like Henrique, Johnsson and Kerfoot, but this team will desperately need guys who can help put pucks in the net, and all three have proven offensive skills.
- Talbot is the pick from Minny because I'm assuming they'll go 7-3 and both Parise and Suter will waive. He's also probably the best goalie available. If Dumba is available I take him instead and probably choose Allen instead of Chiarot.
- DeSmith and Hill are both tradeable, especially since I'd take a run at Driedger. I decided not to just pick him because I'd prefer to get the free play and Driedger as a UFA. If Driedger doesn't sign, simply keep one of the other goalies.
- Daccord is there because he's one of the few players available who is still waivers-exempt next season. If Gustavsson exposed I'd choose him instead.
- Some guys will depend on who is protected. For example, if Dillon and Fast are protected, you can switch in whoever gets exposed instead (Schultz/Foegele).
- I'd be happy to take on some more expensive contracts if the team is willing to pay. This would probably cause me to switch some picks like Johnsson and Kerfoot to cheaper choices (Bastian/Engvall).
- Some guys are partially there to fill a contract quota. If a side deal makes me choose a guy under contract, I'd switch Acciari to Forsling.
- On defense, the team will likely have too many PK guys and not enough puck movers, Giordano, Dunn and Clague are the only ones who had any powerplay time this season. I'd probably be going hard at Dougie Hamilton, and if I strike out there try to sign someone like Alec Martinez, Mike Reilly, or Brandon Montour to supplement Dunn and Clague. I'd probably also end up keeping at least one of the guys I have listed as players to trade away.
- At forward, it also looks pretty full of defensive-oriented forwards, but there may be a few guys who just need a shot to get their offense going. If no help arrives in free agency you're probably looking at Henrique and Dickenson as your top two centers, which isn't ideal. Palat is probably the only true top line talent here, and there's a chance he may not even be exposed depending on what Tampa does. Tampa might also be a prime target to offer a sweetener to take someone like Johnson or Gourde instead.
- In trades, I'd either be trying to make package deals for legitimate top 6 forwards or I'd be looking for picks and prospects. I'd also be willing to retain up to 50% salary on pretty much every deal. The team will need a few quality waiver-exempt forwards and defence to play wherever the AHL affiliate will be shared and be injury-call-ups.
If all the trades go through and no roster players or free agents come in, the depth chart would look something like this:
Palat – Henrique – Järnkrok
Johnsson – Dickinson – Appleton
Highmore – Kämpf – Stenlund
Aubé-Kubel – Gambrell – Gauthier
Lauzon – Dunn
Clague – Borgen
Lagesson – Lindström
Talbot
Hill
Not pretty, but a base to build on.

How many goalies would you pick in expansion draft?
I ended up with four in my list (Fluery, Raanta, Pickard, Wedgewood) because I felt the defensemen available were better trade chips. One weakness of picking more than 3 or 4 goalies is teams you're bargaining with will know that you need to trade the player, since it's not likely you're going to keep more than two goalies at the NHL level. With defensemen, on the other hand, other teams aren't going to know which player (if any) that you want or need to keep, so the bargaining power is on your side.

I'd trade him to Vegas for a defenseman. Vegas will be the team in the league most desperate for scoring help, and won't be attached to any of the defenders they choose.

I like the way you're thinking here. I built my own team with a similar thought - I just went more for defense than goalies.
My one issue is I doubt Vegas would be able to find anyone who wants Boedker's contract. I think SJ would be laughing all day if he's chosen.
Also, reports are out there saying Columbus has made a deal to protect both Johnson AND Korpisalo.

It's more competitive than a lot of the other drafts I've seen. Still not even close to a playoff team though if you ask me, but if Vegas wants to make the most competitive team possible and slowly build from there, this would be a pretty good draft.

For Youth & Trades! (reported deals factored in)
The idea behind this team is to provide Vegas with trade chips to ice a good team and stock up on draft picks and prospects. As much as possible, I chose young players and tried to keep contract terms as short as possible. The idea is to let this roster compete and see who actually deserves to be on the team in a couple of years. Marc-Andre Fleury and at least half the defensemen will be used to acquire scoring (Duchene, Galchenyuk, Eberle, Evander Kane, ect) and draft picks or prospects. The forwards can be used to sweeten deals, but do not need to be traded.
Also note: I've factored in the reported deals with Columbus and the Islanders, which is why I didn't choose a better Blue Jacket or any of the Islanders' forwards.
