Probably both teams.

Detroit says no cause of the health concerns with Norris's shoulder. Great player, would love to add him, just can't take the risk. Chychrun is unnecessary for us. We have 5 left handed defensemen already on the roster for next season, we need to move one out without adding another. Husso has a greater potential although higher cap hit, I wouldn't mind that swap across but for this deal I think I rather have Husso in hopes he can bounce back. Also, losing Copp would hurt, despite what the Wings fans on here say that only look at goals and assists. He is our best defensive centre, he is the second best at face-offs and is a great leader. We need him to be in a mentor roll for Kasper and Danielson. Last reason for me, we aren't in a position to be trading our first round picks yet. There are a couple really good players that we can grab at #15. MBN, Sennecke, Iginla, Catton Eiserman or Jiricek. All of those players would be a substantial boost to our teams future.

For Ottawa, they would be selling low on Norris. Maatta has little value, mid to late pick, good player just caps out as a third pairing defenseman. Copp would be a great add and would allow them to run Pinto as 2C. Not sure he would waive though, 10 team no trade list probably has most Canadian teams on it. He's also playing for his home town team, don't see him wanting to leave. He signed here knowing we were rebuilding, doubt he wants to go to another rebuilding team that he has no connection to. The most value comes from 15OA, which I stated can be a really good player. Giving up Norris and Chychrun for basically only that would be really poor for the Sens, considering what they gave up.

I would love to add Norris but I'm not giving up a first for him. For me it would have to be something like Chiarot (cap reasons and get a replacement for Chychrun), Veleno (3C replacement with Pinto as 2C), 2024 2nd and 2026 4th conditional (turns into 2026 2nd if Norris plays at least 130 games over the course of the two seasons. Not sure how that would work for all teams involved cap wise and what not, just thought of the idea now.

And honestly, I don't think that's the best option for either the Penguins or for Marner. He's a superstar who I'm willing to bet wants to compete for the Stanley Cup. When is the next time the Pens are going to be giving players that opportunity? With a defense that looks like that, it isn't this season. And with a prospect pool like that, it isn't in the next fews years after that. Marner has a NMC, so he decides if and where he's traded. Why would he choose us over a team that can give him a greater opportunity like LA or Nashville?
As for the Penguins, if we do end up with Marner long-term, the team around him is a couple years from being atrocious. We'd have a bunch of aging legends that can't do it anymore and no supporting cast or youth to speak of surrounding one of the league's best wingers in his prime. So we wouldn't be making the playoffs, but Marner would be good enough to impede the rebuild. It's not the most likely outcome, but I won't rule out the possibility of him keeping us from drafting Hagens or McKenna if things fall apart quickly.
As far as I'm concerned, Marner doesn't fit the Pens' timeline and isn't transcendant enough to change that timeline.
