Not sure i understand the drill here.....but if youre trying to stay under the cap why wouldnt you select Adam Fox over Makar? Would save you $8,075,000...then you could select MacKinnon and you'd still have $1.775mm left over

Brett Howden as the 3C seems like an absolute nightmare rather than a dream.
Also, the undrafted kid the Rangers just signed to a tryout is the 4C? Kravtsov is a skill forward, he has no business being on the 4th line.
As far as defence, why are you splitting up Lindgren/Fox? They have been lights out all year. In this scenario, I would think Trouba would move to the left side and play with Lundkvist wwith your Miller/Tony D pairing right.

I like the Boo call up, but my guess is they will call up a big winger, like a Gettinger or Fogarty to play 4th line wing. Also, your Defence assignments are wrong. Id see it more like this:

Interesting. Don’t see Jumbo Joe waiving for the Rags but I also don’t think Howden so it makes sense for both teams. However, I’d view the lines differently, which I believe would be great for Fil/Kaapo:

Taylor Hall had 50% retention and got back Merkley(1st round, 30 overall), Bahl(2nd round, 55 overall), Schnarr(3rd round, 75 overall), 2020 1st and a 2021 3rd that can convert to a 1st if Hall resigns and wins a playoff round.
In this scenario, Kreider (with bascially 50% retention) AND Fast would net Jost(1st round, 10 overall), Bowers(1st round, 28 overall), Ranta(3rd round, 78 overall) and a 1st.
I get it appears as a huge overpay, but if the Avs are 'going for it' this year it may be something to think of. Obviously Toffoli cheaper.

and 'yikes'...dont you think the value of Kreider and Fast for this years playoff run is alot more than the value of a 4th liner, a prospect in the A and a 19 year old at UMinn? I understand it looks like alot....but all 3 of those guys are expendable for this years playoff run and beyond.

With all the other moves(good/bad/indifferent) whats the point of the Staal trade? With $15mm in cap space, why not have him as the 7th defenceman in the press box every night and keep the two 2nd round picks?
Having said that...the COL deal never happens...the BOS trade is a maybe and the OTT trade may work although it may be a 3rd/4th as Smith provides no value and Lias is a complete ?

Tell me about these Rangers Prospects
SammyT_51 said it well.
Shestyorkin: will be in the NHL sooner than later and #1 in NY
Chytil: very good, likely 2nd line center of future, or maybe a great 3rd line C
Kravtsov: tons of talent, demotion to AHL didnt help, hopefully is a wake up while he plays year in Russia. Top 6 skill
Hajek: solid D, likely 3rd line guy or a stay at home player for an offensive defenceman
Howden: personally, not a fan. you can tell he has offensive ability but i believe better suited for a trade, maybe packaged with a Kreider/Strome
Lias: was given a raw deal by coaches in my opinion. But still needs to earn his time. But wasnt given the chance while Howden gets 3rd line minutes. If/when there are trades at TDL, he likely is first callup for bigger minutes.....if he plays well in Hartford.

An outside look of NYR line-up - am I far off
1. Buchnevich is already slotted as the 1st line RW.
1a. this means Kakko will be on 2nd line with Chytil/Kreider
2. Chytil will be the 2C to start the year. If it goes south in a hurry would likely get moved down or to wing.
3. Lias, in my eyes, will be the 3C to start. Played well in 1st preseason game and the team needs to see if he can handle the NHL. He will be counted on for defensive assignments along with PK.
3a. Lias probably paired with Namestnikov & Strome.
4. Howden 4C w/ Lemieux and Jesper on his wings. Lemieux has a chance to potentially grab a 3rd line role but im assuming he is glued to the 4th line.
5. Kravtsov....this is most interesting battle on the team. I believe he should be paired with Lias on the 3rd line with a guy like Namestnikov or Strome on the other side. But i think he will start in Hartford and will be the first call up w/ an injury or a Strome/Namestnikov trade. Will log top minutes on 1st line and power play
6. Smith & Nieves will be the extra skaters w/ McKegg & di Giuseppe in Hartford. McKegg will be a fan favorite so i could see him cracking lineup occasionally.

Kreider-Chytil-Kakko
Namestnikov-Andersson-Strome
Lemieux-Howden-Fast
Defense...i have no argument with your lines, maybe Staal w/ Deangelo but all good from my view
