I didn't ignore the NMC. Read the trade notes. He was close with Strome on and off ice, and while he scored 92 points this year, he wasn't as good without Strome. Don't confuse big market with big city appeal. Anaheim is right next to Los Angeles, and if there is one city in the country that rivals NYC for bright lights, it's LA.

Panarin signed 4 years ago and was a great move for the Rangers. He helped get them back on the map. He's an excellent player, but with the way the chips fell, they have a little bit too much perimeter talent now to take the next step. I see the Ducks about where the Rangers were 4 years ago. Missing the playoffs for 5 years? There's rebuilding, and then there's perpetual rebuilding that gets you nowhere. The Ducks are close to the latter and need to start turning the corner. I suspect they know that based on their UFA signings last summer.

Re: the Ducks cap. 5 out of the last 7 years they spent up to the cap or within 5% of the upper limit. That's easily verifiable on this website. Going max cap is of no concern, and if you are referring to the underlying actual salary being the concern of the owners, Panarin's contract is 99% signing bonus money. After this year's $10M signing bonus is paid out in July, the actual salary due for the last 3 years of the contract would be 16 million of total dollars.
