If everything is about the Cap, we need to talk hard numbers.
CapFriendly shows the Leafs with 13 forwards, 7 Defense, and 3 Goalies. It also shows Robertson on IR (which I guess doesn't need to be updated until the end of camp), which counts towards the Cap. Since he is playing, they actually have 24 players.
They need to dump $2,943,950. And they need to dump at least 1 player to get to 23 (this 2nd point is the easy one).

Assume Martin Jones is a no brainer - trade if you can, otherwise waivers. That's a $875,000 savings.
So now we are down to $2,068,950.
Next up - maybe Gambrell. That's another $$775,000 savings.
So now we need to find 1 players who makes $1,293,950.
Timmins at @ $1.1M won't do it. Lafferty at $1.15M won't do it. Reaves at $1.35M will do it. I see the solution being that Reaves is bouncing back and forth with AHL to cover for other injuries and his salary and term a high enough that no other team will touch him.
Result is this.
Roster of 21 = 12 + 7 + 2
Bertuzzi – Matthews – Marner
Domi – Nylander – Robertson
Knies – Tavares – Järnkrok
Lafferty - Kampf – Holmberg##
Rielly – Brodie
McCabe – Klingberg
Giordano – Liljegren
Timmins
Samsonov - Woll

In the interim (e.g. tomorrow), with Timmins on LTIR (my assumption), the math is a bit different.
With Jones and Timmins gone from the Cap hit (Jones since he's gone, Timmins since he's on LTIR), the Leafs need to shed $968 950.
[Gambrell just doesn't make it, so this scenario has Gambrell, or another player making $1.15M or less (Gregor, Benoit, etc.) still be on the roster]
Again I think the answer if Reaves who makes $1.35M.
Roster of 21 = 13 + 6 + 2 (+1 on LTIR that's not counted)
Bertuzzi – Matthews – Marner
Domi – Nylander – Robertson
Knies – Tavares – Järnkrok
Lafferty - Kampf – Holmberg##
Gambrell
Rielly – Brodie
McCabe – Klingberg
Giordano – Liljegren
Samsonov - Woll
LTIR - Timmins

Now you can't put guys on LTIR for every bump and bruise that might keep them out of a game or two, so I expect the above to be a holding strategy until December or so - waiting to see if any other Teams gets a major injury in the first quarter that the Leafs could trade one of their moderately paid players to (e.g. Brody, Kämpf*, Järnkrok, McCabe, Klingberg*). With this slightly larger money moved, they would have a few more options on the roster for the Dog Days of January and February.
(* - I know it's kind of remote that they will trade someone Treveling just spend time, money and energy signing).

# - Of note, Holmburg, Robertson, and Knies are waivers exempt, so they may be bumped back and forth a few times (likely probability in the order I wrote them) to get a bit of shake up, or to rest a minor injury, or let other players making under $800k have a chance.

[Edit - added a touch of clarity]

<div class="quote"><div class="quote_t">Quoting: <b>Spaceman</b></div><div>He takes the cup to Toronto to celebrate and fills it with hot dogs as a big F U to the Leafs and the Toronto media for 6 years of verbal abuse he suffered and everyone saying Toronto could never win with Phil Kessel on the team because he's a hot dog eating bum.

Cup count since the trade:
Phil Kessel - 3
Toronto Maple Leafs - 0

If there's one thing Phil hates more than his love for hot dogs, it's the Toronto media.</div></div>

Phil was never going to be a franchise player for any team. He was the perfect complimentary supporting star like Marian Hossa.

That's why Phil was a perfect fit in Pittsburgh. The perfect #3 guy to Sid and Geno. How good was that HBK line?

Brian Burke tried fast tracking the Leafs into Cup contenders. He tried building his team around Dion Phaneuf and Kessel. Phaneuf was similar to Phil. Not suited to be the #1 guy. But a perfect #2D.

I hated hearing Leafs fans piling on those 2 players all the time. They were just copying what the moron tv "experts" were telling them..

One time I heard a blowhard Leafs fan blathering on and on about Phil Kessel. I kid you not. This guy looked like a fatter version of Joe Bowen. They HAD to be related. Same voice. Same cadence.

Only I always liked Joe Bowen. This fat, obnoxious Doppelganger was annoying. He didn't have an original thought in his body. So he says to another Leafs fan "Phil Kessel will never win a Stanley Cup because Phil Kessel is all about me, me and me."

Well I had enough and yelled at the guy for a good 5 minutes. I told him to stop trying to look and sound like Joe Bowen. I told him how ridiculous he sounded. And I said there's nothing wrong with Phil Kessel. His job is to score goals. Does he score goals? Yes.

I then told him he'd win a Cup somewhere else. He just needed to get out of Toronto. I was wrong of course. Kessel has won 3 Cups since then.

Not I wish I could see that fat **** Doppelganger Joe Bowen now. All these clowns do is copy TSN and Sportsnet and shows like Overdrive and pretend it's their own takes.

Drives me up the wall! Sorry for the rant! 😁
