A clarification for draft lottery fans

Salary Cap Mode: Basic
Description
The 2 in 5 rule prevents a team from improving their draft position via the lottery more than two times in a five year span. The hawks improved from 3rd to 1st last year, and so 1 of those opportunities have been checked off. The only way that rule would activate for hawks, and prevent a lottery win in the future, would be if they won the first overall pick this year, or improve their position in one of the following 3 years.

SJS still has two eligible slots, as does ANA despite winning lottery draws since the two in five rule was implemented.

Says who? To my knowledge, this has not been clarified by any league representatives. I want to believe what you are saying, but until it is made clear I will not say it is true.

No single team will be able to advance in the Draft order by reason of winning a Lottery Draw more than two (2) times in any five (5) year period. This limitation will not affect a Club’s ability to retain its presumptive Draft position in any Draft Lottery, nor would it preclude the possibility of the Club moving down in Draft Order to the extent other Clubs advance by reason of winning the Lottery Draws. For purposes of clarity, the limitation would attach to the team, not the specific pick.

Yes, I know the language in the rules. I have read and had discussions about them ad nauseam and I agree with your interpretation. But, there is not a consensus on this and it has not been clarified by the league. Even Bettman himself made it seem otherwise in interviews.

It is, and The Athletic also just posted an article on it after interviewing the NHL head office.

So if Celbrini goes back to college next year, and if he does let's face it San Jose will finish dead last again, so if they win again next year they could still win and pick 1st the next 2 years? So basically 4 1sts in a row.

Yes, and theoretically when Celebrini stays 4 years in college and defects to the Blackhawks the will hold the first pick in the 2nd round of the 2028 NHL draft .

Either hanging out with his buddy Bedard, or living the high life in SJS with his dad in the general area half the year… I’m sure the top 2 were ideal locations.

Correct. A team is only allowed to move up to 1st twice, but SJ's natural position was first so it does not count against the 2 times allowed

hmmm... I skimmed through a few recent articles on the subject or similar subjects but didn't see anything that confirmed it. Idk, though. I'm going to operate under the assumption that this is correct until a league representative comes out and says otherwise. The language seems clear, but, again, there were lots of people the last couple years after the rule changes were announced that disagreed, including the way Bettman spoke about it in an interview.

I think the only reasonable way for this issue to be resolved is for the hawks to win the lottery with the 11th best odds next year to be sure.
