Ok so the values make sense but the real question is does any team take those players knowing Rangers are desperate to get rid of them for cap

Teams don’t actually screw other teams like that. They help each other out so the team that needs help will assist them in the future. Carolina needs center help and Strome is one of the best on the trade market and he comes cheap, and the other two won’t compete this year so they won’t mind taking salary for a year with Name and 2 with Shatty (ANA also filling a need).
