You can have 20 regular paid players and only 4 ELC's (my team has; Barzal, Sergachev, Makar and Shesterkin). Also no cheating by adding retained salary players(eg: Kolvie).

And stay under the cap.

I'd swap out Kane for Kirby Dach or Dominik Kubalik, and then use all the extra cap to grab Crosby Rather than Marleau

I was looking to make the challenge to be 20 vets and only 4 ELC's and stay under the cap.

This challenge could drive anyone crazy with all the different options and directions you can go.

Garland, Barzal, Hudon, Sergachev, Makar, and Shesterkin.

Seven if you want to throw in Demko.

What if you swap out Kane for Saad, Jenner for Werenski et E. Staal for Pateryn? Might be able to save some cap that way. Gets another Vet in there too.

Check the player bio on the 3 players you mentioned, Garland, Hudon and Demko are no longer on rookie contracts.
