I think you're a little light on the Lowry/Copp contracts so the number may be closer to $6m but still that's a lot to work with. Targeting a RHD to play with Morrissey is top priority in my opinion, I've been eyeing Savard. I think you also need another year stop-gap as I don't think Samberg is ready for top 4. I have no issues in bringing back Forbort for another year as he's played well.
