You would probably just keep Nemec down again and only call him up if there's an injury. Siding his ELC again would be pretty huge IMO

Yeah that for sure is a possibility. Just matters if Nemec is better than Bahl or Smith because winning a cup over the next 5 years is priority #1 for the devils, even if it includes some cap hell in 3 years.
