Ottawa isn't using a pick to get JGP and are surely not taking him at his full cap. That money can be spent more wisely elsewhere.

If I am going to be honest. I don't think NYI can get the deal done without dipping into good roster players like Romanov. Even then it doesn't really seem like a good route for either team.
