what on earth are those contracts? I'd be hesitant to give Bertuzzi $5M, let alone $7M. No chance he gets that.
Where's Lohrei?
also, 20 man rosters aren't a thing, so this doesn't work with the cap.

People need to stop saying “20 man roster” there’s called the AHL and call ups. Please shut the **** up. ITS CALLED A STARTING LINEUP

and it's one that isn't cap complaint....because NHL teams just do not operate like that. Also, calm down.

If this roster had $3M in cap space, sure. you can fill out the roster. but it doesn't. It doesn't have room to call up Lohrei who is an obvious member of the roster. It doesn't have Wotherspoon or Brazeau, two other obvious roster guys. your roster just doesn't work.

also, seriously...calm down.

Example. Leafs are using a 20 man roster at the start of the season lol. Everyone was down in the AHL until injures happened. What’s your point?

and how long did that last? a couple days until someone could go on LTIR to free up room to call up a full roster? That's actually valid - but how is that happening here?

Look, no reason to get defensive. this ACGM is an absolute mess, but that's okay. it isn't cap complaint, has all sorts of weird contracts, and NHL guys in the AHL and stuff. It isn't your team, i get it, but there's no need to get weirdly defensive over it.
