LTIR doesn't work that way, In order for Detroit to put both Mule and Z on LTIR next season Detroit would need to be at least 10% over the reported $83 million salary cap for the 2019/2020 NHL season. That's to get full LTIR for both like Holland did this past season. So there's no way we can have $16.5 million available Detroit would need to be big spenders for this to happen. Or else both would be on the roster eating at our cap.

I guess i should have used, could instead of will. If the team were to make some trades where they would take on bad contracts for 1 or 2 years and get picks or prospects then Holland could exceed the cap and use the contracts of Fransen and Zetterberg to get the team under the cap.

They could either buyout the player, demote him to GR, play the player or just have the player seat in the press box.
