I heard this idea, but I don't think it's as likely the potential CBO idea. There's a real reason the cap was implemented. More than just Melnyk are concerned about the big market teams just buying up players and small market teams not being able to compete. The difference between the two here...is in the CBO you need to be careful about who you choose. The luxury tax idea is just...pick the highest paid player. TOR isn't going to CBO Matthews, but he will be used in a free cap hit.
