They do rely heavily on their powerplay and Barrie would make it even more lethal, obviously he's not the best defensively but maybe that's a tradeoff the Oilers are willing to make, don't know if they can fit him though as they're tight for cap space like a lot of teams and I don't see them as having too many pieces that anyone would want that they could move to open up cap space, like it's easier said then done to move a Russell or Chiasson to open up $6M in cap space.
