Ottawa can easily afford to match

Ottawa would very easily match that offer sheet for Joseph - he seemed to click into their lineup after the trade from Tampa and I feel like he's an important piece for them moving forward. They've got more than enough cap room to afford him even if it's a slight overpay.

Can anyone confirm that Othmann will be eligible to play next season? I believe he is still committed to the OHL.

Cuylle is a beast and is likely ready to make the jump.

Othmann can play in the NHL or back to the OHL, can't play in the AHL

Joseph would sign for $4m and it would make it tougher for Ottawa to sign Norris long term.

Ottawa would still have more than $20M in cap space if they matched this offer sheet - they could easily sign Norris for an $8M deal and then have 9 forwards, 7 D, and a goalie under contract for next year and $12M to fill out the margins. They've got enough guys ready to make the leap that they can rely on ELCs for the next couple seasons and have enough extra picks floating around that they can easily dump off one of the bad deals stuck on their cap.
