    A 20 man roster with almost zero cap is not really cap compliant. Actually 15 teams were over the cap this year, when bonuses are included. So all teams spend to the cap.
    Why not spend to the cap and have 18 man roster then?

    Gotta spend to build a cup worthy team. You can't be frugal when you're trying to win and be competitive. It's not like I have them spending $48,000,000 on 5 guys, for example.

    If they're going to rebuild, they need to shed big pieces for picks and prospects. I know the rebuild isn't super likely, though.
