The goalscoring rate is nearly identical from when he was on the Kraken last year to this year. If he was valued at a $2 million price tag, I think he would get his qualifying offer, but he didn't.

The sample size affects the rate. The rate could have easily dropped last year, but due to only play 16 games it was low. But now he had over 60 games, his goals for is worth more. Even if you think he’s only worth 800k (which is wrong) every other team in the league would offer more than 800k
