Flyers probably decline that. Spending assets in a rebuild and retaining on Risto is probably at the bottom of the list of things they need to do let alone take back a bad contract in return

Flyers aren't gonna want to use another retention slot on a multi-year contract, especially if its such a small amount. Those retention slots can be invaluable during the TDL.
