Description
I used the "taxi squad" to single out the waivers exempt Xhekaj, who's been penciled to the AHL to make the team cap-compliant before putting Price's contract on the LTIR, in season.
In particular, I edited the solution below, not to pencil Slaf in Laval, after reading an interesting discussion this in the The Athletic about perf bonuses: https://theathletic.com/4880610/2023/09/19/canadiens-trade-tanner-pearson-jeff-petry/

In a nutshell, penciling Slaf to Laval is not a very good idea, because when he'd be called back, his potential bonuses (the 3.5M in parentheses above) would count against the cap. When the player starts the season in the NHL, bonuses can be carried forward to the next year if needed; if he starts in the AHL, they can't. Xhekaj does not have perf bonuses.

Given the decisions taken by the Habs to open the season, I am inclined to believe that they indeed HAD to put Dvorak and Wideman on the IR. The only solution was then to start Dvorak on the LTIR. Note that Armia cleared waivers but was brought back on the team (on paper at least) to maximize the usage of the LTIR pool. Unless I am mistaken, the "110,417" cap space below is in fact lost by now as the pool was not fully maximized.

Guhle, Harris, and Barron's bonuses are less problematic in terms of LTIR buffer.

So I guess, yeah, some sizeable salary must be waived. But Hughes wants to establish a reputation of being fair with his player. He won't waive Allen on the first year of a contract that Hughes signed himself.

The rulebook reads as follows:

There may be a maximum of 23 players on each Club’s playing roster at any one time from the commencement of the NHL regular season through the trade deadline. Prior to the start of the season, each Club must submit to the NHL its “Opening Day Playing Roster” which shall be comprised of not more than 23 players. Each Club must have a roster of at least 20 players, composed of 18 skaters and two goaltenders. Players on Injured Reserve do not count in the 23-man limit.

Does this mean that the roster above is short 1 skater (since I have 3 goalies)?
