I would take what the chiclets say with a grain of salt, they aren't insiders and have no real connections with people close to the teams, mainly just ex-players and ex-execs. They often go off what team fan pages post on Twitter or Instagram. With that out of the way, Tkachuk isn't available for trade and if he were it would need to be a massive package to pull him away from Ottawa.
