the penguins might get a 2nd for Ned alone.

Smith they will not be retaining on if they move him and will probably return a 2nd on his own.

it depends how many people are bidding on Ned. I said might.
I expect the ask will be a 3rd, and then the bidding begins. There is no promise that he returns a 2nd, but it's possible and not unrealistic to think that. My guess is the value is a 3rd market can push to a 2nd if it's there.
