Caps likely decline the Timmins trade as they already have a wealth of RD and probably aren't looking to add Timmins as a 3rd pairing guy. I imagine if they target a defenseman it will be someone like Pesce, and would also require them to move Jensen or Van Riemsdyk out.

Late reply but that was just an idea based on the fact that the capitals are not going to be competitive for a while and it makes sense to get another cheap young guy to help ovi

Also like mentioned it doesnt really matter what team timmins goes to as long as youre getting an asset back
