I think we really need to enforce better pick tracking in trades.
Where picks are recorded, they should always be written with the round, team, and year. ie: 2nd (BUF - 2019)
Too often I see people just writing "2019 4rd" or "Arizona's 2nd". Sometimes they just put something ambiguous like "a 3rd".

Trades involving roster players shouldn't be reversed. If it's just prospects and picks involved, that's different, but player stats have been used to determine results and teams with or without players may have had different results. This chain reaction scenario of one pick impacting several trades, should mean the team that started the chain is responsible for making whole the team at the end of the chain.
I didn't quite follow what Bo was trying to explain happened, but as an example:

BUF trades 2nd to CAR - CAR trades 2nd to CGY
If BUF didn't own the 2nd they traded to CAR, then BUF now "owes" CGY a 2nd
Why BUF traded a 2nd they didn't own to CAR, doesn't matter to CAR or CGY
All that matters is that BUF compensates CGY for the initial mistake
As long as those teams reach an agreement, everything is fine.

If BUF was negligent, the BOG can determine appropriate compensation and deliver it to CGY if they are unable to come to an agreement.
If it was an inherited mistake, then the BOG can assist/mediate the parties in coming to an agreement if they are unable to do so independently.

In either case, it's not like BUF is getting ripped off by making whole CGY. They made the initial trade without giving anything up, and believing they had a pick originally doesn't change the fact that it was an asset not owned by BUF.

All players meeting the exposure requirements must have played more than 2 seasons of professional North American hockey (NHL, AHL).

SCHEDULE CHANGE:

We will finalize the regular season standings and announce playoff matchups this Monday, April 8th.

We will perform and publish the lottery on the same day, April 8th. This should happen around 3pm EST if all goes well.

The rest of April will be used for RFA extensions and playoff voting. First round playoff voting will start on Wednesday, April 10th. Each round of voting will last a week.

We plan to use the following general guidelines for voting.
- disregard the 0-10, just imagine a sliding scale that you are putting your vote where you think the advantage exists
- healthy rosters are assumed
- vote on every category
- puck luck and home-ice advantage are determined in the vote-tallying spreadsheet (I will release a populated example after we get some results from this test)
- GMs of teams involved in a series or implicated by owning the 2019 pick of either team involved in the vote will not be able to vote on those series (anyone can vote on this test though)

The form should require an email (might need a google account, not sure) so that only one submittal is allowed per person. Let me know in the general discussion thread if you have any feedback or if you run into any issues.

Each team will be given the chance to negotiate extensions for two RFAs starting as soon as the trade deadline passes on April 1st until the end of April.

There will be another RFA extension period in June when you will have the chance to extend any remaining RFAs.

You do not need to choose the two RFAs you want to extend at the beginning of negotiations, if negotiations don't work out for one player, you may switch to another.

All normal RFA extension rules apply including qualifying offers. If you don't know how qualifying offers work use the CapFriendly Qualifying Offer Calculator <a href="https://www.capfriendly.com/qualifying-offer-calculator">https://www.capfriendly.com/qualifying-offer-calculator</a> to determine what the minimum AAV you can offer to a player is. If you make an offer that does not meet the qualifying offer threshold, the BOG member that you are negotiating with may, at their discretion, negotiate for a more expensive contract because of your mistake.

If you believe that you were treated unfairly by your negotiator, you may bring you concerns to the rest of the BOG who will vote on whether you were negotiated with fairly.

To determine which BOG member would be negotiating with which teams I used a random generator.

See the lists below for which BOG member you need to negotiate your first two RFA signings with starting April 1st. If you contact your negotiator about RFA contracts before April 1st, they may at their discretion negotiate a more expensive contract.

You are not allowed to post any of your RFA signings on CapFriendly, Twitter or elsewhere until they are officially released by the BOG in mid April. Posting your RFA signings before they are released may result in draft pick forfeiture at the BOGs discretion.
