Tampa Bay Lightning signed Patrick Maroon (1 Year / $900,000 AAV)

Guys at this range is where the tax haven status is most crucial. Deals like this can't really be paid out in signing bonus, so players have no choice really where they pay taxes, so the difference between Florida and Toronto becomes more apparent. Also, I don't think players signing for less than $1M are really being swayed by endorsement money. Back to back stanley cups has more appeal than anything, so best shot at being a repeat cup winner on a low tax state team, very reasonable decision to sign in Tampa.
In the end though, this signing likely gets a bit blown out of proportion because he played on a team that won the cup last year. He is a good player, and this is a very good depth signing, but does it really move the needle more than signings like Brassard, Spezza, Nichuchkin? Likely not. I would say Shattenkirk, even if it's nearly double the AAV, will have a better chance to make a significant impact, just because Tampa's right side D was thinner than their forward group, so the opportunity to make a real difference will be greater.
None of this is to say it's not a good signing, but these types of signings, low risk, low AAV that can be buried, are typically going to provide the best bang for the buck because they are found money.

I'd wager the Hall situation is way easier to handle for Ferris than Marner.
1) Hall is FA, he can just go to the highest bidder, Ferris can't really play any stupid games in that scenario and doesn't need too.
2) Marner is RFA, meaning the highest bidder needs to also be willing to give up 4 1st round picks, he also has to maneuver an evolving market that he has completely over estimated and he's vilified his client by making outrageous demands and playing all sorts of games to get his way.
In my opinion, Ferris is in big trouble with Marner, if I was Marner, I'd be feeling concerned that the offers on the table will only get worse. I feel this way for several reasons.
1) Everyone is waiting for him and Dubas is being patient knowing its highly unlikely no one will blink. Soon someone else is going to sign and solidify the market value for these RFAs.
2) If Point or Rantanan sign for long term and less than 10 million, in what reasonable universe does he think he is going to get more than them.
3) If those guys go long term, whats stopping Dubas from shaving money off his offers since the market has changed in his favour?
4) Marner really does want to be in TO and if he is unreasonable, come the start of the season, he will either be traded or sit for an entire year.
With those issues in mind, I think Ferris is in a tight spot with Marner (Which is why he's leaking info about playing in Europe, its what he did with the other guys he had AA and Anderson) and he's really hoping he can pressure Dubas into making a mistake. Dubas has been very firm and has made all the moves he needs to, to create space. Now its just a waiting game and Dubas has a great hand while Ferris is bluffing and everyone knows it.

They aren't though, they are tight but with Hyman on the LTIR for about a quarter of the season, that'll be around 500K in savings which would bring this roster under the cap with 3 spares.

Doubtful. Dubas likely is aware of the challenges and risks of running less than a 23 man roster. Rutherford has put his teams in a position where they only had 5 healthy D men to dress.

Also with how I have things above, they would be below the cap since there will be about half a million in savings from Hyman being on LTIR to start the season.

It's not really Chiarelli alone who is the problem it's Katz.
They would have been better off to sit down draisatl and McDavid at the end of the season and told them they can keep trying to win now but they'll never build a contender and will likely continue to fail to win (ie lose while trying to win). Or they can accept the fact that Chiarelli ****ed up and accept a rebuild year understanding it's a year of growth and properly nuked this team without hurting it more for the long run. Ie not buy out their defenseman. Take on one year bad contracts. Trade out any veteran that won't be part of their long term core.
Give youth some time to grow.
And come out stronger with less cap problems in 2020-2021.
As Babcock said when he got to Toronto there will be pain. It wasn't hard to lose after that because the city knew it was losing as part of growing.
It is hard to lose when you're trying to win and failing

I have a feeling it's heading towards a 3 yr deal worth around 9M aav. That's an overpay for what he's worth today and it's my guess that will be increasingly true once the other rfas start to sign.
But if Mitch is dug in at 3yr/10M it seems like a compromise both ways, the leafs can make it work, and it compares to a 3 yr offer that was on the table for AM. But oh man, if he gets a deal like that he better come outta the gates producing... cause if he's feeling sensitive and disrespected now just wait til he sees how the fan base turns on him if he doesn't put up numbers..
The other option that I can see happening is that Ferris and Paul are actually deluded and they continue to try to bully tactic the leafs and Marner ends up sitting for the year.
