This whole thing is a mess and feels like a fools errand of making moves for the sake of making moves.
Their going to retain half of Leddy's $2M in 25-26 just to give that to a 30 year old Ceci on a 3 year deal?
Plus their retaining $1.75 of the Hayes deal in 25-26? So 3 in seasons, when they should be ready to be a real contender, they have $3.75 in dead money to move out 2 players who they don't have to move and get back maybe 2 3rd's at best? That $3.75M will cost them 1 to 3 roster players.
Then this season trade Vrana, hoping he hits 30 goals, at 27 years of age, when his age actually fits the timeline?
Then sign 27 year old Pettersson to a 6 year contract?
Then retain salary to dump Krug for the next 4 SEASONS? So take a modest number, 20% retained, $1.3M retained, add that to the above.
So in the 25-26 season the Blues will have $5.05M in dead money. In total they get, guessing, at best, a 2nd and a couple 3rd's UNLESS Vrana and/or Kappy have big years but if they have big years and develop then they traded away good players on expiring deals for picks or prospects that won't fit the timeline of other core players. Trading them on expiring deals at the TD won't yield too much likely either since both had rough years in the past, which led them to being a waiver pickup and cap dump to end up on the Blues.
Just ride it out. Scandella is gone after this season. As opposed to keeping so much salary their better off trying to trade Leddy and Hayes at the TD for future considerations, nothing.
24-25 could be a turn around year. Resign Vrana around what he makes, Kapy a small raise, resign Blais, Rosen, Perunovich, and Alexandrov who should all be around what they make now. Dvorsky, Snuggerud, or another young guy comes up to fill a slot they have a roster of 20 familiar players with over $9.7M in cap space if the cap goes up $4M. If Vrana and Kapy don't play well don't resign them and they'll have $18.2M in cap space with 18 on roster. If more than 1 ELC guy come up that bumps someone at equal or more and adds to the cap. Vrana keeps last seasons pace, scores over 40, he makes more, Kapy can go to pay Vrana, Blues keep a 40 goal scorer to go with the core of Kyrou, Thomas, Buchnevich, and still have around $10M in cap space with a roster of 19. Hayes plays well $6M in space with 20.
If they ride out 1 more year, don't retain salary to dump players for this season, try to strike when they can to dump Leddy, Hayes, and/or Krug for nothing, and basically keep the same roster they will have a decent 1st round pick again, rid themselves of 3 or 4 players, and be able to reload in trade, signings, or callups. Lots of players on 1 year deals now waiting for next season plus next season's FA market to pick through too.

Could possibly see Edmundson but they will have to replace Pietrangelo skill level too so their not going to be able to address both unless there is a big name for trade.

Right but the team is old in hockey age. They are at the very end of this cup window while still having the bad Backes contract. The Blues are younger and offer 2 - 3 more years of a window to win than the Bruins. Plus the Bruins will be hard pressed to sign him with everything they have coming up and will either need to resign or replace.

This is the point of coming here and doing these things. Go look at the roster again. Tarasenko is active on this roster, Hoffman is added, and they are around $300k under the cap so yes they can.

I like Hoffman's speed, he can score, and he is a LW, which the Blues are light on. Sanford is playing very well so try to sell high on him while you can and he has a decent cap hit. Good player for the Panthers going forward, good numbers on their team, experience, SC Champion, young player.
On a side note from you mentioning Faulk, Scandella has played well in his Blues debut.

Great win, 2 great plays by Thomas to get it going. That second work, pass by Thomas was just a filthy play. Especially since it was against he Hawks we can talk about that all day!

I'm not sure they need more out of Allen, they need him moved out. Maroon had a good end of season and playoff but not a great first half. He's gets another year to show what he can do, a raise, and then can get more if he can put together a better season.
Something else to remember. Sundqvist came out of nowhere, no bet he keeps up this past season, Blais was ok. Kyrou got his shot this season and didn't stick. So don't really know what you have in the 3 for next season. Kyrou will likely slot in on RW too, so he is more likely to take Blais spot, Barbashev can play centerso if they can move anyone it may be Blais or Fabbri that should be moved instead of Barbashev.

Came out ok. Signed all RFAs, Edmundson, Sundqvist, Blais, Fabbri, Barbashev, Husso, Binnington, and Sanford.
Edmundson didn't have a great season, if he continued to get better I would have went $5M but put him on a 1 years $4M prove it kind of deal.
Same with Binnington, I think he can get more than $5M per with longer term, signed to 1 year, keep him a RFA again, $5M for 1 year on a prove it deal.
Trade Jake Allen to anyone that will take him, sent him to Columbus, who will likely need a goalie to play now, for a 5th next year.
Buy out Alex Steen, cost $1.5M against the cap instead of his $5.75 AAV
Signed Pat Maroon to another 1 year deal, let him defend his championship at home and see what this next season brings
Blues need a backup goalie. In a very thin FA market for backups bring back Brian Elliott on a 1 year deal. Familiar stop gap to fill a need till Husso is ready to come backup Binnington.
Have Fabbri up right now as an extra forward, can bring up Walman or Mikkola for extra D and still be over $5M under the cap for next season. Can keep that free for extensions and players that need to be signed for 20-21 (Dunn, Pietrangelo, Schenn, Binnington, Edmundson) or make a move to do something in FA or trade.
