Description
From game 7 of the ECF in 2017, being one OT goal away from a Stanley Cup Final appearance, to being a tire fire of an organization that just traded away a top 5 draft pick for a #1 center that's no longer lacing up his skates for the team, the Senators sure have fallen a long way. The good news for fans is that they took a step in the right direction last season shipping out anyone they could at the deadline for draft selections. It's going to be a rough couple years to be a Sens fan, but before long the team should be challenging for the playoffs (ideally in a new building downtown with a new owner).

This off season, the Sens have to add payroll just to get the the salary floor and have some young players coming up that will be given a lot of ice time in what is sure to be a learning year. They will look to move pending UFA's at the deadline and could use their cap space to take on salary other teams want to move in exchange for picks/prospects.

RFA's
Ceci - Wants out, so I think the Sens look to move his rights for a good pick or re-sign him on a 1 year deal and try to do the same at the deadline.
Duclair - Performed well for the Sens earning himself a two year deal at $2M. Is young enough that he could be kept as a part of the rebuilt team, or exposed as a RFA in the 2021 expansion draft.
White - Elects for a two year bridge deal at $2.35M looking to cash in next renewal playing big minutes for this rebuilding team. Gives Sens flexibility to re-sign and protect or expose as RFA in the 2021 expansion draft.
Hogberg - Was good in the AHL last year and likely gets promoted to be the backup this year. Sens sign him for three years @ $1M so they have a goalie to expose in 2021.
Wolanin - Played well at the NHL level. They extend him for two years at $1M.
Klimchuk, Englund, Paul, Rodewald - Extended one year
Tambellini is let go

UFA's
Offer Paajarvi a two year deal at $1.25M. He may not find a better offer and elects to stay on this rebuilding club where he will get ice time.
Offer Lindberg a two year deal at $2.25M. I expect he will find a better offer and chooses to sign elsewhere.
All other Ottawa UFA's are released.
Ottawa attempts to bring back local guy and former Senator Brassard on a one year deal @ $4M with the intention of collecting a pick for him at the deadline (slightly overpay to help get to the floor). They also approach Pirri with a good opportunity for NHL ice time over a two year deal @ $1.5M.

Trades
Explanation of each trade individually.
I see Duchene leaving Columbus as they are losing their best players as UFA's, but Karlsson staying in San Jose as they are still a good team with a shot at a cup (removed the transfer of the second based on Karlssons thank you tweet to SJS organization).
Overall, expect Ottawa to shop pending UFA's at the deadline (as well as in the off season) for pick/prospects. This includes Pageau, Brassard (if signed), Boedker, Borowieki, and perhaps even DeMelo though I think they should retain him.
I see Ceci aggressively shopped and attempting to meet the cap floor by targeting a both a RD that will be with the team for a while and a center that can mentor the young guys and then get moved out in a deadline deal in either of the next two years.
I also think they would consider moving Anderson to a contender both as a favor and to attempt to get a draft selection.

Lineup
Top line is a step above the others, but #'s 2-4 in terms of ice time will vary based on who is going that night. Could swap Boedker and Duclair to give each line a veteran player but I put him with Balcers to keep the Euros paired up. I think Brannstrom makes the team and plays well on the third pairing and 2nd PP. The second pairing will cause the Sens the most issues with match ups. Looking for Allen to bounce back playing for a team with no expectations and think tempting Hogberg with a backup role where he may be required to step in to play for long stretches as a pseudo starter keeps him from going back to Sweden (along with the three year contract offer). Powerplay setup is a 1-3-1 with Chabot & Brannstrom as the QB's, Tkachuk & Duclair as net front presence and the rest across the middle of the zone. PK has a left & right shot center on each, with PK2 really looking to counter attack at the end of the PP.

Trades
1.
OTT
  1. 2019 7th round pick (SJS)
Additional Details:
Ottawa gets something for Harpur who has been passed on the depth chart by a number of LD prospects.
SJS
  1. Harpur, Ben
Additional Details:
Sharks were dressing an arguably worse bottom pair LD in the playoffs. Spend a late pick to get a big, cheap #6/7 D man.
2.
OTT
  1. Allen, Jake
  2. 2020 4th round pick (STL)
Additional Details:
Ottawa does Anderson a solid moving him to a contender in likely the last year of his career. Retains $750k of cap (but no real money as Anderson is owed $4M cash). Moves up a couple rounds next year for picking up the second year of Allen's contract and get a decent starting goalie for two years who could benefit from a fresh start.
STL
  1. Anderson, Craig ($750,000 retained)
  2. 2020 6th round pick (STL)
Additional Details:
Blues have found their new long term starter in Binnington and are looking to move on from Allen. They would look to get a veteran backup / platoon goalie to pair with Binnington as he transitions from rookie hot shot to established star goalie and his workload increases.
3.
OTT
  1. Miller, Colin
Additional Details:
Ottawa gets a solid RD on a good contract for the next few rebuilding years. They can work to keep him around at the expansion draft (with Brannstrom & Chabot) if he is a great fit as he would be only 28 at the time of the expansion draft, or if not would be fine to leave him unprotected on a 1 year to UFA contract.
VGK
  1. Chlapik, Filip
  2. 2019 3rd round pick (PIT)
Additional Details:
Vegas is looking to move Miller for cap space. This trade sends him (before his NTC begins) closer to home for a low cost prospect that can likely play on their fourth line next year and a mid round pick.
4.
OTT
  1. 2019 1st round pick (DAL)
Additional Details:
Ottawa re-sets the Ceci pick at the start of their rebuild packaging him with a second and fourth to move into the back half of the first round.
DAL
  1. Ceci, Cody
  2. 2019 2nd round pick (OTT)
  3. 2019 4th round pick (OTT)
Additional Details:
Dallas' RD depth is horrible after Klingberg, so they make a move to acquire Ceci and sign him to a 5 x $4.5M to round out their top 4. They feel their coaching staff can correct his defensive issues and that he will contribute to a team that made it into the second round this season well before this first rounder makes the team. The picks are added to balance the trade values as Dallas sees Ceci as worth only a early second rounder (early second + second + fourth = mid-late first).

I like what you're thinking... but I may not do the Blues trade... just ride out Andy for the year and deal him for a late pick at the deadline if you can.

I'm sold on moving Ceci + a 2nd for Dal 1st... I'd even take a cap dump if they need to make it work

I think your valuation on Ceci is completely off. Nobody is going to pay a 1st rounder in "hopes" they will correct his defensive lapses. People pay 1st rounder for either great potential players and proven good players. Ceci is neither of those. Add to the fact that he's overpaid by about 1M, that makes it even worst.

For an offensive dman, he doesn't put up a lot of points. His career high is 26 points. You could point to him playing on a bad team, but he did play with some offensive players in Duchene, Stone, Dzingel, Chabot, Karlsson, etc. Look at what Justin Schultz got when EDM traded him. Him and Ceci are in the same boat.

Absolute brilliant Analysis! The most realistic Sens AGM I've seen on here in a while. 5/5

Couple thoughts:

1) I've also been floating the Idea of trading Ceci and an early 2nd for a mid-late round 1st round pick. That's definitely the best way of getting value in a Ceci trade. And The one bright side of the Sens organization has been the amateur scouting;

2) I personally think they should lock White and Wolanin to longer terms deal. Overpay for them during the "rebuild" so that they're on cheap contracts when the sens get competitive again (5+years). A gamble yes, but I think it would pay off;

3) I'd be inclined to keep Andersson as a mentor to Högberg (who 100% belongs in the NHL next season). But the trade you proposed is fair.

4) AND That LHD has the potential to be the best LHD in the league in a couple years...... popcorn

Perhaps I've overvalued him slightly (I still think he's worth an early second based on his draft pedigree and Stars need for RD combined with where they are in terms of wanting a guy that can play now). I've basically packaged two seconds (Ceci plus an actual early second) to move up in the draft. To be more fair to Dallas, I've edited the second to be Ottawa's and added the Ottawa 4th rounder.

Using the Schultz trade as an example shows that you shouldn't under value mid 20's puck moving defensemen; the Oilers got bent over on the return for him. They should have held out for a second rounder as just look at the defender he has become. In my scenario the Stars see the same potential in Ceci.
