i think its overpaying as he's going into his 2nd year without Waiver Exemption .
without that Waiver exemption the value of former top prospects drop to a mid round pick like a 3rd pick at best .
see Morrow , See Beaulieu , See Mueller , See Oleksiak , See Murphy , ext

Mccarron's in a similar position entering year 2 without Waiver Exemption and despite playing his best hockey to date under Coach Bouchard wasnt called up due to risk of Waivers . CAR on the other hand risked Losing Fleury multiple times over the year as this Owner's Management doesnt seem to think Fleury's going to make it longterm

Maybe I’m misunderstanding what you are saying...Fleury was up and down between Charlotte and Raleigh all year, and never once went on waivers. I didn’t get the point about mismanagement.

Fleury could be traded, but De Haan and Van Riemsdyk both had off season surgery. Guessing he’s not traded until the deadline or there would need to be a reliable D back in the deal.

yes and no

short term no because of the expansion draft anything we do achieve with him is potentially lost .
longterm though if we can have him develop in Laval with his Brother who is a RD then we could secure out bottom Pair for after Petry leaves . (i doubt we re-sign him unless its with the intention of exposing him are the expansion draft in either case this create's room. )

As soon as Romanov develops atleast half a year in the AHL bring him up and move out Weber as he'll be entering the last year of his deal where there is a high payout.(after the 2021-22 season Weber makes 6m over 4 years and if bought out/retires NSH retains 6m cap on the final 4 years ) Weber could easily be moved at that point leaving us
