I think you can get Pietro for the same price as Josi or slightly higher (Josi's contract hasn't even started yet, and it's only a few months old). I suspect it'll come around 9.5x6 (or maybe 8, that's what Josi got). Extremely similar numbers (point, counting, and analytics wise), Pietro is only a few months older, both captains.

With the cap not moving, STL will definitely keep Pietro, maybe have to get somewhat creative if there is no CBO, but it's definitely possible.

He can always go to FA and possibly get around 10, so overpaying is what the Blues will have to do if he doesn't have much interest in staying. And since Scandella just got signed, Petro staying in St. Louis is pretty slim.

Well, it's not like his choices are going to be plentiful if he wants another Stanley Cup. TOR has only $7mm of cap available at an $84mm cap (and roughly $5mm with the current cap), and needs to fill 5-7 spots (depending on whether they want to to carry 21 or 23). Teams that have plenty of cap aren't contenders (DET, OTT, LAK). CLB or COL could afford him at 9.5mm (but even with COL it would start to get tight in a year or two). I'm not sure this year's FA period is going to have a ton of action just due to the lack of players.
