Description
Here's why: Florida's ownership wants to contend AND take $10M off the payroll. Barkov makes just $4.75M next year - which is probably the best value contract in the league outside of an ELC. Retaining Barkov is the ONLY way to ensure both goals are met.

The $10M payroll reduction is going to happen more or less organically, do to pre-existing contract terms:

Barkov gets paid $2.15M less than last year
Huberdeau gets $900k less
Acciari gets $500k less
Ekblad gets $3M less
Bobrovsky gets $500k more
Driedger gets $200k more
Net: $5.85M savings

UFA:
Hoffman $5.65M
Dadonov $3.6M
Pysyk $3.5M
Haula $2.75M
Boyle $940k
Net: $16.44M savings

Total: $22.29M

Another way to look at it is the Panthers have $54.4M committed to contracts next year, with 13 players signed. If their self-imposed spending limit is $72M (they spent $82M this year) then that gives them $17.6M to re-sign their RFAs, none of which are going to get significant contracts. They could easily bring Haula and Boyle back too.

While I otherwise might agree with your position, or perhaps, opinion, I have to the consider the nature of the Panthers, and specifically, their GM. That Vincent Trocheck deal makes me think Dale Tallon does not really know what he's doing. Also consider the fact that Barkov's next contract will likely see him get an AAV higher than what Auston Matthew's is currently making. So, if you do some projections here, the Panthers will need to start eventually considering next contracts for their top players and how that fits in to their cap. Especially if the cap is not moving as high as quickly as initially hoped for. Within 3 seasons, Barkov and Huberdeau will both be making over $10 million AAV a season, and when you consider Bobrovsky's current deal, that's a lot of money locked up in 3 players.

I think they'll keep Barkov over Huberdeau, and if there's a CBO and Matheson gets axed that save a lot of money going forward. And we don't know if the $10M reduction is long term or not - it could be that FLA is in a good position to pay Barkov $10M+ in two years time. But even if they aren't, they will make that determination closer to the time, not this summer.

It won't happen, I think they still believe in Bob and it'll be very difficult to convince ownership to pay him $47.5M to NOT play for Florida for the next 7 years. It only saves them $11M, which isn't enough to cover a decent replacement for 7 years, meaning it's a fiscally irresponsible route to take. Remember that ownership wants to reduce their salary costs, not increase them, and Bobrovsky's cap hit is immaterial to that goal.
