1) Fine with overpaying for a 23-yr old, top-4 d-man. I get that. But I also generally think Chychrun gets a bit overrated.
2) Take Smith or Mukhamadullin out. Also, Luke has played RD almost exclusively this year at Michigan and last year at NTDP.
3) Best three prospects are Holtz, Hughes and either Mukhamadullin or Gritsyuk.
4) We could hold these guys and still have an excellent blue-line. Siegenthaler's emergence as a shut-down option as been awesome. I'd love to get a young, shut-down RD to paid him with.

I think we need a defensive, lock-down-the-game type. Ideally a right-shot. And preferably one who can adequately get the puck out of our zone while maintaining possession.

Personally, I'd still prefer acquiring Chychrun - he has shown he can put up points and play with some physicality. He had a great season last year and this Arizona team might just be the worst team I've ever seen, so I don't fault him too much for struggling this year. Plus, as much as I get excited about prospects, I also get wary about putting all hopes into them since many of them just flame out. (As a Mets fan, I've seen this way too often lol)
I also think that finding defensive dmen are often easier to find (i.e Siegenthaler) than ones that puts up points. Point producers and potential impact players like Chychrun are harder to come by.
Now if I have to choose between Smith and Shakir to include in the trade, then I'm trading out Smith.
As for the scenarios you brought up.
For 22-23, I actually think Okhotiuk could be a good fit if you flip Smith over to RHD. They could compliment each other well.
For 23-24, I think they probably resign Graves, so the pairs likely remain the same.
Foote would be might preferred target, though I'm not sure if Tampa would be willing to get rid of him.
