I don’t know why the nhl has the rule where he can’t play in the AHL, he isn’t ready for the NHL but too good for the OHL. I wonder if he’s considering playing this season overseas if he gets sent down

That would actually probably be the best bing he could do for his development since like you said he can’t play in the A and is too good for the OHL but they won’t play him in the NHL.
