NHL GMs don’t have the balls to offer sheet except for special circumstances. It’s a shame because the NBA is one extreme of player movement and the NHL is the other. A healthy balance would be awesome for the NHL as teams sometimes feel stale especially when the same teams are bad every year and the same playoff matchups can happen each year. GMs rarely offer sheet because it seems to go against some imaginary agreement they have where it’s career suicide I guess otherwise there would be way more of it
