You could take out Turcotte and the 2nd and LA still says no lol. He isn't an upgrade on what they have and costs more than Rittich.

Los Angeles wouldn't trade Turcotte OR the second for Allen, let alone both. You might get a third for him, but it won't be from the Kings -- as @Lancebmx says, he's not an upgrade on Talbot or Rittich and has a significant cap hit.
