No one would want Spezza, with his current performance and salary he is just detrimental to any team he's being part of.

And WSH won't give up Wilson that cheap. They seem to like him.

Dallas just needs to build through drafting (NOT Free Agency because that’s obviously not working).

Florida won't accept that deal. Washington won't accept that deal. I'm not sure why you'd want Roussel AND Wilson on the same team. Don't really need two both of them in the lineup. They provide a very similar style of play. I'd rather have depth scoring than two big brutes. And why would you give Colton Point his ELC already? Dude just finished his 2nd year of college. He had a phenomenal year, but he still has two more years of college development. The last thing the Stars need is to rush their best goalie prospect. Let him finish his college career and then bring him to the AHL. He's still 4-5 years away from seeing NHL time. Same with Oettinger. In regards to JVR, I think that he is the way to go, but you aren't offering nearly enough for him. He wants a $6/6 just to stay in Toronto. I highly doubt he takes a discount to go elsewhere, even if the taxes in Texas would allow him to see more money. He's likely a $6.5-7M free agent, AT LEAST. Janmark is going to cost a little bit more than that, Johns will cost more than that, and Elie, Heatherington, and Dickinson are all going to need 2-year bridge deals, instead of just 1-year contracts (not to mention the fact that they are being paid almost identical to what they are making now). Overall, you're heading in the right direction, but your numbers are off and you need to revisit the trades and some of the contracts you've mentioned.
