Its been rumored that LA has been scouting Voynov while he is in the KHL if Bettman and Daley approve the i see no reason why LA should not bring him back

Don't think that it's just up to Bettman and Daley, Heard that all 31 GM's would need to approve Voynov coming back as well and that's just not happening.

Bettman only cares for the money it will probably be approved after all we have players that beat cab drivers, drive into tim hortons, beat his wife also in varlamov. If Varlamov is allowed to play why can't Voynov

Rob Blake has said at a press event before it is just bettman and daleys decision

Okay i thought i saw somewhere that the entire league had to approve it just like bringing back Kovalchuk. But still don't see Bettman and Daley approving Voynovs return that would send a pretty bad message back to the rest of the league.
