Dude the roster is set a 23 men for a reason, There's no way you can sustain a 20 man roster for a full 82 games not possible. The 23 man roster allows you to be flexible if players get injured. You've zero cap space and only 20 players it's not feasible.

He has the Cap set for 75m it will go up 3-5m

hmm... It's not such a bad offer. Fitzgerald will be a pretty decent bottom 6 guy, a first round pick (albeit probably low 1st rd, so maybe 4th gets turned into a 3rd) and Krug. A Guy who had more points than Letang each of the last two years. Yes, health is an issue with Letang, but they are similar offensively. Krug has put up some pretty impressive numbers and Isn't playing with Crosby and Malkin (& Kessel).

The important thing this would do is give the Pens the ability to move on from Letang and free up that space to go get Tavares.

Bruins shouldn't do the move because they need defensive help. Let the kids see if they can score, but if they are going to move Krug they need a Chara replacement back in return.

I don't hate the Carlson signing. It's long and expensive, but a huge improvement to the blue line. Like, huge. I don't think trading for Kessel makes much sense, though. You have a lot of rookies to re-sign in the coming years and after givign Carlson that massive contract, you should probably trade Krug (if at all) for someone with less of a cap hit.
